Purpose of Position
JOB SUMMARY
The job duties of the Planning and Promotion Specialist include but are not limited to engaging internal and external public health stakeholders in the development, maintenance and evaluation of the department's strategic plan, community needs assessment, and community health improvement plan; works to advance health in all policies by incorporating public health concepts into other community planning efforts, grant writing, health promotion activities; and to provide responsive, courteous and efficient service to County residents and the general public.

Essential Duties and Responsibilities
DUTIES AND RESPONSIBILITIES
The duties described below are indicative of what the Planning and Promotion Specialist might be asked to perform. This job description is to incorporate any county ordinances created for the position of Planning and Promotion Specialist. This is not an exhaustive list of job responsibilities, and therefore other duties may be assigned :
Administrative Functions :
- Analyzes, interprets, and shares data in partnership with the community public health system.
- Shares public health data with community partners so they can be active collaborators in community health improvement efforts.
- Promotes the use of new and innovative information technology.
- Develops and implements timelines and master planning schedules for department planning and assessment processes that assure active involvement of staff and / or community stakeholders utilizing nationally recognized and best practice methodologies and consistent with national public health accreditation standards.
- Facilities planning and assessment meetings and educates stakeholders on the planning, assessment and performance management rationale and processes.
- Facilitates the internal strategic plan process and development of the department's strategic plan.
- Leads the preparation of proposals for funding and grant opportunities involving external resources across divisions and teams.
- Serves as the lead platform administrator for the department's social media platforms.
- Determines communication strategies and develops messaging and disseminates information via appropriate communication methods (e.g., press release, memo, community newsletter, social media post) in alignment with county and department policies and procedures.
- Manages the department's website in partnership with the administrative assistants and epidemiologist.
- Develops and prepares proposals for funding from external sources for health promotion and disease prevention initiatives and programs.
- Manage the Wisconsin WINS program, including completing tobacco retailer compliance checks and outreach activities.
- Assist with policy and procedure development and maintenance.
- Ensures the adoption of strategies, policies, and programs into the community health improvement plan (CHIP) and department strategic plan that seek to combat the root causes of health inequity.
- Develops strategies collaboratively with communities to promote health and well-being strategies incorporating health equity.
- Uses public health sciences in delivering the 10 Essential Public Health Services.
- Accesses evidence from print and electronic sources to support decision-making.
- Applies evidence in developing, implementing, evaluating, and improving policies, programs, and services, including evidence-based health promotion and health education initiatives, programs, and activities (e.g., translating research for practice, considering public perspectives and opinions, navigating power dynamics).
- Support and participate in Public Health accreditation, re-accreditation, 140 review, annual report, and department strategic plan as assigned by manager.
- Responsible for using quality improvement (QI) and performance management (PM) processes and / or techniques to improve the effectiveness of policies, programs, and services
- Facilitates the development of the internal performance management system, VMSG dashboard, to track and monitor progress in achieving goals and completing objectives and activities.
- Assist in the development of special projects as assigned; coordinate projects to assure goals are addressed as assigned; collect data and assist in analysis and outcome evaluation.
- Complete assigned trainings for Incident Command Structure (ICS) job duties, demonstrating competencies of roles and responsibilities for assigned ICS position and participate in exercises and / or drills.
- Participate in department-wide preparedness activities to include National Incident Management System (NIMS) / Incident Command System (ICS) training and exercises. Assists in public health emergency response as assigned.
- Follow current Centers for Disease Control and Prevention (CDC) and state guidelines to assure evidence-based practice.
- Participate in department-wide performance management / quality improvement and strategic planning activities as assigned.
- Complete other assignments as directed by Manager.
