Job Summary
Chloeta is seeking a skilled Background Check Investigating Assistant, internally known as, Security Clearance Assistant, to provide support to a federal agency in the background investigations that the department oversees, and departmental assistance related to personnel security and badging by ensuring accurate and timely processing of security clearance and maintaining appropriate documentations on granting of security clearances.

Duties/Responsibilities
Initiates Public Trust and National Security Clearance Investigations and other employee and contractor background investigations for the Bureau and other fee-forservice clients in NBIS/eAPP.
Serves as the primary point of contact with security offices, and provide advice and assistance to selectees and employees throughout the background investigation process.
Provides access to selectees and serviced employees to the eAPP system and ensure it is completed by the employees/applicants.
Monitors the status of background investigations, maintain spreadsheets of ongoing investigations, and handle returned investigations.
Provides appropriate forms, answer questions, identify controversial issues or problem areas and present these issues to Security Branch for resolution.
Provides personnel security program assistance to Bureau’s Personnel Security Specialists regarding suitability factors, proper completion of investigative forms and criteria for determining position sensitivity designations.
Performs Requester’s role in the USAccess and the DOIAccess systems as outlined in the current GSA PN Credential Issuer (PCD Operations Plan for all applicants and employees).
Serves as liaise with the Defense Counterintelligence and Security Agency (DCSA), DOI’s Office of Law Enforcement and Security, as well as other DOI or federal government agencies in assistance to the Bureau’s security administration mission.
Ensures all processes adhere to the requirements established by NIST and all services performed are carried out in a consistent and reliable manner in accordance with Federal policies and procedures.
Responsible for recommending, developing, and implementing new procedures to foster the efficiency and effectiveness of the HSPD-12 and eAPP personnel security program within the office.
Maintains and provides statistical reports and spreadsheets related to security.
Resolves problems related to security and suitability, provide advisory services regarding the security and badging processes, and bringing unfamiliar or hard to resolve issues to the attention of the Project Manager.

Required Skills/Abilities
Must already have or be eligible to receive federal security clearance at the start of employment
Ability to effectively use the eAPP initiation and review functions, PIPS/CVS applications administered via the DCSA Portal, and the Defense Information Security System (DISS).
Comprehensive working knowledge of the regulations, policies, principles and procedures of the personnel security program and ability to interpret and apply such guidelines within existing security program activities.
Ability to analyze and evaluate security information in accordance with guidelines and recommend changes or modifications to ensure compliance with regulations.
Exceptional communication skills to interact effectively with customers and to present oral and written reports to officials of the DOI and other agencies.
Capable of utilizing Microsoft Outlook, Word, Excel, PowerPoint, and Adobe Acrobat at a minimum in order to prepare statistical information and analysis
Education and Experience
Required: High School diploma
Required: At least three (3) years of federal security clearance granting experience
Preferred: Associate or Bachelor’s degree with a minimum of two (2) - three (3) years of federal security clearance granting experience
Physical Requirements
Must already have or be eligible to receive federal security clearance at the start of employment
Prolonged periods of sitting at a desk and working on a computer
This role routinely uses standard office equipment such as computers, phones, etc.

Pre-employment Requirements
Due to the nature of Chloeta’s services, this position is contingent upon completing with a satisfactory outcome some or all of the following pre-employment background screenings: government security clearance, federal and state criminal background checks, drug test (urinalysis), Motor Vehicle Record (MVR) review, educational history, employment history, and/or credit check.
