Position Summary: The Senior Applications Manager, RED (Real Estate Development) will lead the preparation and submission of funding applications for LIHTC, Tax-exempt Bonds, HUD, FHLB AHP, and other Federal, State and Local affordable housing resources.
This individual will ensure the accuracy, quality, and competitiveness of applications, coordinate RED team members, track critical deadlines, and ensure quality control and compliance with state Qualified Allocation Plans (QAPs) and other funding guidelines. The Senior Applications Manager, RED will report to the Vice President of Real Estate Development and work closely with other team members to secure the necessary resources to achieve our mission of achieving the “Power of a Permanent Address”.

Essential Duties & Responsibilities:
Applications Schedule & Submission
- Lead the preparation, review, and submission of LIHTC, Bond, HUD, FHLB AHP and other Federal, State and Local affordable housing applications across CHN’s markets, ensuring compliance with funding agency requirements.
- Develop, maintain, and report monthly on upcoming application submission deadlines, progress, and capacity needs.
- Develop and maintain comprehensive checklists and tracking tools to ensure all submission components are accurate, complete, and timely.
- Conduct quality control reviews of applications before submission, verifying alignment with state QAPs, and other funding program guidelines, and competitive scoring criteria.
- Identify and mitigate risks related to application scoring and funding feasibility.
- Manage multiple application deadlines simultaneously, ensuring all key milestones are met.
Regulatory & Market Expertise
- Monitor and analyze LIHTC Qualified Allocation Plans (QAPs), other guidelines, funding solicitations (e.g., RFPs, NOFAs), and programmatic changes across CHN’s markets, advising leadership on key developments.
- Work closely with CHN’s Finance, Design & Entitlements, Legal, Property Management, and Construction teams to ensure that funding applications align with project goals and regulatory requirements.
- Engage with funding agencies and other stakeholders to clarify program policies, application scoring methodologies, and emerging funding opportunities.
Collaboration & Training
- Partner with all members of the Real Estate Development team to develop strategic approaches for entering new markets and utilizing alternative financing tools.
- Cultivate and maintain relationships with funding partners, syndicators, lenders, and third-party consultants who contribute to application success.
- Provide guidance and mentorship to development staff on affordable housing financing programs and application best practices.
Other
- Special projects, assigned by the Vice President of RED or Assistant Director, as business needs require.
- Occasional travel throughout Ohio, Michigan, and Pennsylvania may be necessary and reimbursed.
Education and/or Work Experience Requirements:
Required:
Education:
- Bachelor’s degree in planning, finance, accounting, construction, project management, or similar field OR equivalent work experience in the field. Advanced degrees preferred.
Experience:
- 5 years of work in affordable housing development with focus on affordable housing financing with LIHTC.
- Experience working with Housing Finance Agencies in Ohio/Michigan/Pennsylvania.
