General Summary
This position is responsible for community development programs and product delivery in low to moderate income (LMI) individuals and geographies, small businesses and majority-minority communities. Responsible for the development, delivery, coordination, and administration of the bank’s financial education programs. Establishes relationships with associations and boards integral to the advancement of ChoiceOne’ s Community Reinvestment Act (CRA) program, Fair lending performance, and Community/Economic Development plans. Promotes mortgage lending in LMI areas through mortgage origination, outreach, affiliations (FHLBI and MSHDA) and the development/awareness of loan programs and products. Ensure the organization’s CRA goals are attained.

Essential Duties and Responsibilities – (other duties may be assigned)
Community Development
· Lead community outreach efforts and oversee administration of all community development programs within assigned market, with a focus on underserved, low-to-moderate, and majority-minority communities.
· Foster and maintain relationships with nonprofit organizations, real estate professionals, and other key stakeholders to support departmental goals, including service activities, lending, deposits, and investments.
· Represent the Bank in community leadership roles by participating in boards and committees that qualify for Community Reinvestment Act (CRA) recognition and attend related events to further our visibility and engagement.
· Organize and facilitate financial education workshops targeting adults, youth, and small businesses to promote financial literacy and empowerment.
· Develop and provide training for internal staff on CRA guidelines, financial education programs, and community development initiatives.
· Maintain and update monthly tracking reports on donations, volunteer activities, and community involvement by assessment areas, and compile data to CRA reporting purposes.
· Manage the intake process for incoming donation and sponsorship requests, ensuing appropriate support is provided to staff as necessary.
· Continuously refine and update processes and procedures for managing FHLBI grant programs, ensuring effective administration for both internal and external stakeholders.
· Additional responsibilities as assigned.
· Be familiar with and comply with the provisions of the Bank Secrecy Act and USA PATRIOT Act as they relate to the functions of this position. Complete all required reports related to those acts and reports any observed violations or potential violations of those acts to a supervisor or other appropriate bank officer.
· Be familiar with and comply with all federal and state banking regulations as applicable.
Requirements
Experience and/or Education
· Bilingual preferred
· 3 years’ experience in implementing/managing Community Reinvestment Act /community development related strategies.
· Knowledge of laws and regulations related to the Community Reinvestment Act.
· Experience with Community Reinvestment Act related consumer products and services, small business banking and/or community development lending.
· Strong organizational and administrative skills.
· Ability to work throughout an assigned region/territory while supporting the goals and objectives of the organization.
· Bachelor’s degree required.
Competencies
Knowledge - Possess the knowledge to assist in the implementation of the Bank’s Community Reinvestment Act strategies. Retail and/Mortgage lending experience preferred.
Project Management - Strong project management skills required to develop and implement projects, initiatives and plans across assigned assessment area(s).
Leadership – Organizes and motivates others to achieve organizational goals for CRA and Community/Economic Development. Represents the Bank professionally to both internal and external constituents.
Written and Oral Communication – Effective written and oral communication skills required, with the ability to interface with Internal and external stakeholders and community partners. Has group presentation skills.
Analytical – Ability to analyze Community Reinvestment Act performance and market data as well as prepare qualitative and quantitative assessments and effectively communicate results to varying levels within the organization.
Technical Skills – Knowledge of Microsoft Office products, Word, Excel, PowerPoint, and SharePoint required. Ability to teach, educate and provide mentorship.
Teamwork - Ability to work independently as well as with a team, to identify opportunities and solutions that contribute to the banks Community Reinvestment Act performance.
Physical Demands and Work Environment
Ability to work in an office environment which may include many hours of computer and telephone usage. In addition, this position requires many hours of “outside” or non-office activities that will place the employee in a variety of private and public environments.
