Job Description
Summary
The Fuel Supply Analyst will coordinate, direct, and execute generation planning for gas producers, gas storage facilities and gas pipelines through the complex logistical issue of evaluating, planning, and executing fuel schedules incorporating efficient use of hydro and renewable resources to meet power plant generation requirements on an intraday (real-time) and day-ahead basis. Additionally, the Fuel Supply Analyst is directly responsible for proactively identifying supply and/or demand side opportunities and/or problems, quantifying the impact, and independently executing solutions to enhance economic operations and ensure the reliability of the Chugach electric system.
Essential Functions
Internal
This position has the supervisory responsibility for the Dispatchers, as necessary regarding operations/plans that impact fuel supply.
Work Environment
Work is performed in a standard office environment in a secure area. Position works shifts to cover 365 days a year (including evenings/mornings, weekends, and holidays) and performs on-call duties on a rotating 24hour basis. Respond to emergency situations outside of normal working hours is required.

Minimum Qualifications And Experience
Education
Bachelor’s degree in mathematics, Computer Science, Business, Engineering, Logistics, or similar degree is required.
Experience
Five (5) years of related gas industry or gas/electrical utility experience, to include three years as a System Analyst/Scheduler for an interconnected system with thermal generation facilities is required. Related engineering, logistics, or planning experience may be substituted for the above, depending on applicability. Experience working in a union environment is preferred.
Substitution
Four (4) years of experience in gas/power production, pipeline transport nominations, in addition to that required above, may be substituted for the degree requirement on a year-for-year basis.

Experience
1 year of related gas industry or gas/electrical utility industry, experience. Related engineering, logistics, or planning experience may be substituted for the above, depending on applicability.
Substitution
Four (4) years of experience in gas/power production, pipeline transport nominations, in addition to that required above, may be substituted for the degree requirement on a year-for-year basis.

Additionally, the Fuel Supply Analyst is directly responsible for proactively identifying supply and/or demand side opportunities and/or problems, quantifying the impact, and independently executing solutions to enhance economic operations and ensure the reliability of the Chugach electric system.
Essential Functions
- Manage and independently commit Chugach to daily gas volume purchases, economy energy sales, pipeline transportation, and storage transactions through the evaluation, preparation, and execution of intraday and day-ahead gas forecasts.
- Manage and independently create and authorize nominations to gas producers, transporters, and storage facilities to arrange the most cost effective and reliable supply and delivery of natural gas to Chugach and other generation resources within the purview of supply contracts and pipeline tariffs.
- Manage real-time gas deliveries and independently coordinate with gas producers, pipelines, storage facilities, and other utilities to restore the Cook Inlet Gas System to normal operation following supply side and/or demand side events that impact reliable system operations.
- Initiate discussions with and report on pipeline operations for critical information including pipeline restrictions due to maintenance activities and/or unplanned events and coordinate with stakeholder utilities to guide appropriate maintenance planning supporting electric system reliability.
- Manage gas system maintenance and outage reporting against the Railbelt Maintenance Schedule to monitor and resolve conflicts with planned electric system maintenance activities. This includes maintaining critical knowledge of thermal, hydro, and wind information including operational restrictions & emergencies and communicating pertinent information to gas suppliers, operational personnel, and management.
- Track, analyze, and guide efficient utilization of hydro and renewable resources.
- Maintain knowledge of volume obligations and restrictions contained in gas supply contracts and nominate supplies to optimize economic purchases within contractual limits.
- Review generation and transmission maintenance schedules to effectively assist in developing gas supply strategies.
- Manage commercial gas scheduling, transportation, and storage accounts. Track multiple imbalance account volumes and manage accounts per contract requirements while accommodating customer and stakeholder needs.
- Review and audit gas supply, storage, transportation, and commercial account invoices to ensure accuracy, resolve discrepancies and submit for payment.
- Prepare accounting reports of gas supply, transportation, storage, exchanges, and commercial accounts.
- Develop, provide updates, and control gas scheduling and allocation models and audit accuracy of system data.
- Perform commercial and operating analyses of gas supply contracts, exchange, and other gas transaction agreements.
- Review and evaluate SCADA data to improve system economics and/or system reliability.
- Perform planning studies to analyze Chugach’s gas supply requirements and ability of the Cook Inlet gas system to meet those requirements.
- Coordinate and conduct analyses in support of negotiations for gas purchase, transportation, exchanges, and other contracts or arrangements with gas pipeline, storage, and producers.
- Operate and maintain production costing, gas supply, and storage optimization models as required.
