Summary

Job Description

This role is responsible for the development, implementation, and maintenance of various human resource management activities to ensure programs align with established goals, performance standards, and budgets. The position also oversees updates to the Human Resource Information System (HRIS) for all personnel record changes and plan designs, adhering to company policies and collective bargaining agreements.

Essential Functions

  • Administer benefit program for employees. Review annual renewal material and propose plan design changes. Provide consultation to employees regarding complex benefit administration issues and oversee information dissemination regarding general benefit administration.
  • Maintain Chugach’s Affirmative Action Program and EEO reporting in compliance with state and federal regulations.
  • Perform tasks related to 401(k), 457(b), and pension plans. Provide information and guidance to employees.
  • Collaborate with supervisory personnel to ensure compliance with workers’ compensation, FMLA and ADA correspondence, tracking, and follow up requirements. Provide tracking and updates on regular, reoccurring basis.
  • Coordinate with related parties related to workers compensation claims, documentation, and associated reporting.
  • Assist in Chugach’s drug & alcohol testing program and serves as backup to the Designated Employer Representative (DER). May coordinate employee referrals to Substance Abuse Program (SAP) when necessary and monitors treatment plan progress.
  • Assist with administration of management wage & salary program.
  • Assist with updates to union pay scales as required by the collective bargaining agreements, ensuring increases are accurate and implemented on time.
  • Prepare and maintain position descriptions, ensuring compliance with regulatory requirements.
  • Ensure compliance with regulatory processes in applicable program areas.
  • Monitor and report on HR programs, including travel, training, and employee development.
  • Monitor companywide tracking of HR programs including, training, education assistance, employee development, and other key HR items. Develop and provide regular reporting on YTD figures by division.
  • Create and oversee the interpretation and implementation of policies, procedures and work rules.
  • Participate and assist with various employee engagement activities such as the winter party, annual picnic, charitable giving campaigns, recognition/service awards.
  • Contribute to the HR management budgeting process. Identify program needs, justify expenses, monitor budget and make necessary adjustments.
  • Understand and interpret collective bargaining agreements as they relate to areas of responsibility. May provide consultation to management from time to time on confidential labor relations matters.
  • Support special projects assigned by Human Resource leadership.
  • Perform other duties as assigned.

  • Managers and Leadership: Provide assistance to and exchange information as required.

External

  • Bargaining Unit Representatives
  • National Rural Electric Cooperative Association (NRECA): Request and provide information/assistance as necessary.
  • Other Utilities: Exchange information with and provide technical assistance to.
  • State and Federal Agencies: Exchange information and develop relationships relative to assigned duties.

Competencies

  • Demonstrated success communicating and implementing human resources programming in various subject areas including employee lifecycle, health, welfare, compensation, pension, and workforce planning.
  • Clear understanding of the methods necessary to measure program success including generating program metrics, verifying results with surveys and other measurement tools.
  • Considerable knowledge of laws, practices and resources pertaining to workers’ compensation, compensation, and benefit programs. Ability to interpret, explain and apply laws, rules, regulations, policies and procedures.
  • Considerable knowledge of principles, practices, and current developments in the field of human resource management.
  • Must be detail oriented with effective oral and written communication skills. Ability to manage multiple priorities required and work with minimum supervision.
  • Ability to interact effectively and efficiently with all levels of employees in a fair and consistent manner and to maintain effective working relationships.
  • Ability to maintain a high level of confidentiality.
  • Exceptional computer skills and thorough understanding of word processing, spreadsheet and database software.

Supervisory Responsibility

This position does not have any supervisory responsibilities.

Work Environment

Work is performed in a standard office environment. Some travel to remote sites may be required. This position requires some overtime and travel to meetings outside the State.

Minimum Qualifications And Experience

Education

Bachelor’s degree in human resources, industrial relations, business administration or related business field, required. PHR/SPHR Certification, preferred.

Experience

Five (5) years of progressively responsible experience supporting operations of a human resources division, required. Experience to include overseeing and administering programs in the following areas: retirement program management, group benefit plan administration and enrollment with educating employees on benefits and assisting with complex benefit issues. Experience administering FMLA, ADA, and workers compensation. Experience with HR compliance related reporting and audit practices. Experience maintaining, and auditing records, preparing reports, entering data, and maintaining an HRIS. Experience with compliance reporting including EEO, VETS, AAP, 5500. Experience with employee lifecycle management, recruitment, and onboarding. Experience with employee relations and labor relations preferred. Experience working in a union environment preferred.

Substitution

Additional professional experience in similarly complex human resource’s role, benefits administration or related field may be substituted for the required education on a year-for-year basis.
