Summary
This position will plan, manage and control transmission and distribution line construction and maintenance functions to ensure continuity of service in a timely and cost-efficient manner. Promote and manage the safety of employees and the public by adhering to and requiring safe maintenance and construction practice.
Essential Functions
Internal
This position has the supervisory responsibility for the Transmission and Distribution Line Construction and Maintenance Foremen, Leadmen and Journeymen Linemen. This position directs other personnel as assigned.
Work Environment
This position requires an extensive field presence. Some travel via aircraft in varying weather conditions. Some work takes place in the office. This position is subject to 24-hour call out on a rotational duty supervisor call out system.
Minimum Qualifications And Experience
Education
Bachelor’s degree in business, construction or related discipline, required.
Current or obtain certification in hazardous waste operations, emergency response, and CPR required.
Ability to be certified as a competent person in excavation, trenching, and soils mechanics is required.
Experience
Five (5) years progressively responsible experience, including supervisory responsibility, in electric utility, electrical contractor operations, or similar discipline in the field of transmission and distribution overhead, underground and substation related construction, maintenance and operations, required. Experience working in a union environment preferred.
Substitution
Additional professional experience in similarly complex line operation role or related field may be substituted for the required education on a year for year basis.

Essential Functions
- Schedule, assign, and manage maintenance and construction personnel.
- Monitor work crews with a daily presence in the field.
- Initiate and assist in investigations of damages to Chugach's facilities caused by storms, floods, slides, excavations, vehicle or equipment accidents, vandalism, and equipment failure.
- Determine and assist in determining responsibility for damage to Chugach's facilities, authorizes organization of damage claims data, and routes necessary information to accounting for invoicing.
- Schedule work in conjunction with established construction and maintenance plans as well as work identified through facilities patrols and inspections.
- Advise Vice President, Power Delivery of need for major maintenance, facility improvements, and additions of electrical facilities to improve safety and reliability of system.
- Develop and manage streetlight maintenance programs to improve member relations, enhance public safety, and assure maximum revenue.
- Coordinate outage restoration and switching requirements with System Control.
- Provide assistance to members.
- Review crew ordered material and truck stock.
- Manage the crew and follow all Federal, State, and Chugach required safety rules. Aid in safety training.
- Responsibility of "on-duty supervisor" on a rotational basis with other managers within the division.
- Manage that crews perform maintenance and construction activities in accordance with Federal, State, and local permit requirements.
- Manage crews to utilize Chugach-approved methods and materials in construction and maintenance projects.
- Assist with the preparation of weekly and monthly reports.
- Review and approve timecards for accuracy and content.
- Prepare material requisitions and approve invoices within signature level authority.
- Manage employees in accordance with applicable collective bargaining agreements and established policies and procedures.
- serve as management representative on the Operations Safety Committee.
- Prepare and administer employee performance reviews and/or disciplinary actions for all employees in responsibility.
- Assist in the development of the Division budget and compare actual expenses to budget.
- Develop manpower utilization plan for area of responsibility.
- Monitor overtime utilization to balance between timely response and prudent use of Association funds.

- Current knowledge of electrical utility construction, operations, and maintenance practices related to distribution and transmission lines, including logistics planning.
- Knowledge of budget preparation and administration.
- Working knowledge of National Electrical Safety Code, and State and Federal OSHA requirements.
- Familiar with bargaining unit contract administration.
- Familiar with electrical utility materials, equipment, and terminology.
- Knowledge of safe construction and maintenance practices.
- Ability to supervise others and develop effective working relationships at all levels. Ability to manage multiple crews and train personnel.
- Effective communication skills.
- Current ability to use a computer including word processing, spreadsheet, project management and e-mail software.
