In this position, your duties would include:
  • reviewing applications and plans for compliance with regulations,
  • researching, collecting, and inputting data to assist in updating and revising ordinances,
  • completing projects related to planning,
  • attending Planning Commission meetings and workshops, making presentations at meetings, and taking and transcribing minutes,
  • updating maps, preparing reports, and working with the public.
Strong computer skills and clear communications skills are a must.

Consider joining the Churchill County team! The county pays 100% of the retirement contribution to PERS on your behalf (33.50% over and above your wage, equivalent to $7.85/hour or $16,000/year). The county pays 100% of the employee-only health insurance premiums (equivalent to $12,115/year). AND you will not have Social Security taken out of your paycheck, which results in an additional 6% take-home pay (equivalent to $2,900/year).  

Position Summary: Under general supervision, performs a variety of paraprofessional to professional planning assignments for the County.
 
DISTINGUISHING CHARACTERISTICS:
The Planning Technician is distinguished from the Associate Planner and Senior Planner in that the Planning Technician is an entry-level planning position which may perform work in a variety of areas such as planning, land use regulation, or special projects. As experience is gained, the incumbent may work more independently within established guidelines.
This job description indicates, in general, the nature and levels of work, knowledge, skills, abilities and other essential functions (as covered under the Americans with Disabilities Act) expected of the incumbent.  It is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities required of the incumbent.  Incumbent may be asked to perform other duties as required.
  • Demonstrates regular, reliable and punctual attendance.
  • Reviews development and related land use permit applications, site plans, variance applications, etc and examines them for compliance with established plans and ordinances, and applicable local, state or federal regulations. 
  • Conducts simple and complex assignments involving planning projects and/or developments. 
  • Researches and provides input regarding the revision of local ordinances; monitors planning activities of neighboring jurisdictions; coordinates internal review; participates in the discussion of proposed changes.
  • Works with planning staff to develop responses and explain planning policies, state laws, local ordinances and/or procedures to the public; assists the Planning Director and may serve as staff to the Planning Commission as well as other committees and commissions.
  • Attends planning commission workshops and prepares minutes; makes presentations upon request from the Planning Director.
  • Collects inputs and monitors data for a variety of planning purposes; prepares reports summarizing data.
  • Updates a variety of maps, both computer-based and hard copies; prepares and presents a variety of reports, plans and/or grant applications, which integrate maps, Geographic Information Systems (GIS) applications and graphics.
  • As needed, receives and screens visitors and telephone calls and takes messages; provides factual information regarding County or Planning Department activities and functions.
  • Researches and understands laws, regulations, and pertinent information related to planning activities. 
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.
 
Education and Experience: 
A minimum of one year (30 semester credits) of college education. Coursework in planning, geography, environmental studies, natural and/or earth sciences or a related field is highly desirable AND some experience/education in drafting/GIS is desirable.; OR an equivalent combination of education, training, and experience.
 
Required Knowledge and Skills
Knowledge of:
  • Principles and practices of planning programs and processes.
  • Related local, state and federal laws, ordinances, rules and regulations.
  • Principles and practices of cartography.
  • Drafting.
  • GIS applications and graphics.
  • County policies, procedures, rules, and regulations.
  • Objectives, principles, procedures, standards, practices, information sources, and trends of planning and zoning.
  • Terminology, symbols, methods, techniques, and instruments used in planning graphics and map drafting.
  • Standard office practices and procedures.
  • Computer applications related to the work, including GIS and mapping software.
  • Record keeping principles and practices.
  • Correct business English, including spelling, grammar, and punctuation.
  • Techniques for dealing with the public, in person, and over the telephone.
 
Skill in:
  • Planning, organizing, and prioritizing work assignments. 
  • Reading and interpreting maps, regulations, ordinances, etc.
  • Making effective written and oral presentations.
  • Collecting, analyzing, interpreting, and evaluating narrative and statistical data.  
  • Paying strong attention to detail.
  • Establishing and maintaining effective working relationships with County staff, elected officials, architects, contractors, developers, property owners, and the general public.
  • Operating a personal computer and software applications.
  • Following and effectively communicating verbal and written instructions.
  • Working independently or as a team member.
  • Researching, analyzing, and summarizing planning data.
  • Preparing clear, concise and complete technical documents, reports, correspondence and other written materials.
  • Reading, analyzing and interpreting plans, blueprints, and other related documents.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Representing the County in contacts with county officials, community and other agencies and the public and making effective presentations.
  • Maintaining accurate records and files.
  • Contributing effectively to the accomplishment of team or department goals, objectives and activities.
 
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
•         Nevada Driver’s License.

CONDITIONS OF EMPLOYMENT:
 
  1. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  2. New employees are required to submit to a background investigation and if hired for a safety-sensitive position, a drug/alcohol screen. Employment is contingent upon passing the background and the drug/alcohol screen (if applicable).
  3. Churchill County participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS, with information from each applicant’s Form I-9 to confirm work authorization.  All candidates who are offered employment must complete Section 1 of the Form I-9 along with the required proof of their right to work in the United States and proof of their identity prior to starting employment. Please be prepared to provide required documentation as soon as possible after the job offer is made.
