Manage the daily operation of the Maintenance Department, including Fleet Maintenance and Services Facilities and Grounds Maintenance through efficient and cost effective operations to ensure safe, on-time, clean and friendly service to our community, passengers and employees. Plan, organize and direct these functions and employee teams. to assure fulfillment of SORTA’s policies, plans and objectives and to assist the organization in its efforts to become a world class leader in the transportation industry and in the community served by SORTA. Assure a high degree of collaboration and teamwork with Maintenance Technical Services and work closely with the Directo of Maint. Technical Services to achieve goals and expectations.

Essential Functions
- Work in close collaboration with the Director of Technical Services to achieve organizational and department goals and strategic plans Direct and oversee the operations of fleet and facility maintenance functions, including Operating Divisions, fleet servicing, Access maintenance, major support and repair functions, fare systems and facilities and grounds maintenance functions.
- Ensure proper maintenance of all vehicles and equipment, including all revenue vehicles, support vehicles (street supervisor cars/van, facilities trucks etc) and maintenance and facility equipment (powered sweepers, scrubbers, forklifts etc.
- Develop and lead initiatives to ensure continuous improvement in maintenance operations processes, labor relations, equipment and materials utilization, equipment reliability, cleanliness and state of repair, maintenance cost per vehicle-mile, fuel efficiency and reduction of emissions through appropriate direction and oversight of maintenance & servicing programs.
- Facilitate the development of strategies to meet or exceed organizational and department performance goals and objectives, monitor results, provide recognition for employees, department and organization accomplishments.
- Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation and professional development among staff.
- Direct and lead employee teams to build an engaged workforce, improve productivity and accountability, and quality resulting in improved fleet reliability and customer satisfaction.
- Direct the development and implementation of maintenance plans and programs including: performance management aimed at improving fleet reliability and availability, workforce planning, maintenance analysis and process/productivity improvement, safety performance, preventive maintenance programs, operations cost analysis.
- Assure all work rules, safety processes, systems, best practices and CBA provisions, payroll and employee processes are compliant
- Plan, develop, monitor and ensure adherence to the Fleet and Facilities’ Budget; prepare and present budget projections; identify and recommend solutions concerning capital funding issues; develop and direct long and short range planning for maintenance
- Assure effective daily vehicle availability and assignment to minimize impact on service quality and reliability.
- Oversee contracted fleet and facilities maintenance operations and performance.
- Collaborate with other SORTA departments in achieving operational performance goals and in addressing issues involving Maintenance operations.
- Collaborate with the Director of Tech Services and team for the continued development of all maintenance employees to keep them abreast of new technologies; oversee and direct the development of Maintenance Management employees’ skills and understanding of procedures and policies, developing, implementing, monitoring and overseeing adherence to performance standards.
- Advance staff through training, professional development and promotional opportunities.
- Assist in the negotiations and administration of the labor contract as it applies to Maintenance personnel, to ensure its fair and consistent application. Participate in grievance resolutions, arbitrations and contract interpretations.

- Manage existing safety programs and assist in the development of procedures as needed to ensure the safety of employees.

Direct adherence to various policies including ADA, FMLA, Worker’s Compensation, Drug & Alcohol, Environmental Protection Agency on alternative fuels, environmental and like issues; work with Authority staff to develop policies and procedures that support Managers and Supervisors in complying with these laws and to better assist them with managing their staff.
- Develop, document, communicate, maintain and administer Maintenance Department policies and procedures in accordance with the organization’s policies and procedures and the collective bargaining agreement.
- Ensure effective use of all maintenance information systems and payroll system.
- Ensure departmental compliance with the Authority's Emergency Response Plan.
- Manages direct reports, including monitoring performance, attendance, and executing employee recognition, commendation, and discipline.

Experience
- Minimum five (5) plus years senior level maintenance management in a medium to large size transit authority or similar organization, including experience applying alternative fuels technology, experience developing and managing budgets, experience managing construction and heavy maintenance programs, and experience interpreting labor law and negotiating contracts.
- Experience in basic large fleet maintenance management functions, including developing and implementing capital projects under Federal guidelines, and managing long range fleet plans and acquisition process.
- Experience using information systems/advanced technologies.
- Technical knowledge in the area of large vehicle maintenance and repair is required.
- Knowledge of bus and vehicle design.
- Knowledge of preventive maintenance procedures.
- Knowledge of planning and development techniques for large scale budgets.
- Knowledge of labor law, workers compensation and Federal regulations.
- Ability to lead a diverse work group; to establish and maintain effective work relations with employees, union reps, senior management, vendors and government contacts.
