About the Role

CINQCARE is seeking a Vice President, Head of Compliance & Risk Management to lead our enterprise-wide compliance and risk management functions. The VP will play a critical role in ensuring CINQCARE operates in full compliance with all federal, state, and local healthcare laws and regulations while proactively identifying and mitigating organizational risks. The ideal candidate will bring deep expertise in healthcare compliance, and risk management.

Reporting to the Chief Legal and External Affairs Officer who is the Chief Compliance Officer, the Head of Compliance & Risk Management will be a strategic leader, collaborating with executives and operational teams to embed a culture of compliance, ethics, and risk awareness across the organization.

Responsibilities

Compliance Leadership & Oversight :

  • Develop, implement, and oversee CINQCARE’s compliance program, ensuring adherence to applicable healthcare laws and regulations, including but not limited to HIPAA, PHI, CMS, Medicaid, Medicare, and state-specific healthcare requirements-and clinical documentation compliance
  • Ensure ongoing monitoring, education, and enforcement of compliance policies and procedures.
  • Lead internal compliance audits and investigations, responding to regulatory inquiries and reporting key findings to senior leadership and the board.
  • Establish and maintain effective compliance training programs for employees, ensuring consistent understanding of regulatory requirements and ethical standards.
  • Provide guidance on complex healthcare regulatory matters, including billing and coding compliance, anti-kickback statutes, fraud and abuse laws, and managed care regulations.

Enterprise Risk Management (ERM) :

  • Develop and implement an enterprise-wide risk management framework, identifying, assessing, and mitigating key organizational risks across clinical, financial, operational, information technology and reputational domains.
  • Lead efforts to assess and manage third-party risks, including vendor compliance and contractual obligations.
  • Partner with leadership to integrate risk management into strategic decision-making, ensuring CINQCARE's growth and operations align with regulatory and ethical best practices.
  • Implement robust internal controls to prevent compliance violations and mitigate risks related to data privacy, cybersecurity, and operational liabilities.
  • Clinical Compliance :

  • Oversee completion of monthly chart audits for clinical team and providers to include nurse practitioners, registered nurses, social workers and nonclinical member facing staff.
  • Manage performance trending and remediation monitoring by employee / role for audits completed
  • Collaborate with stakeholders around strategies to ensure quality health and care is provided to Family Members.
  • Collaborate with stakeholders to ensure all contractual clinical requirements are met
  • Regulatory & Legal Compliance :

  • Serve as the primary liaison with regulatory agencies, ensuring CINQCARE maintains positive relationships with healthcare oversight bodies at the federal, state, and local levels.
  • Oversee the development of policies and procedures to ensure compliance with changing healthcare laws and regulations.
  • Collaborate with legal counsel to assess compliance risks and respond to regulatory investigations, audits, and enforcement actions.
  • Ensure proper reporting and response mechanisms for regulatory changes that impact CINQCARE’s business model, including healthcare reimbursement, licensure, and accreditation requirements.
  • Ethics & Corporate Governance :

  • Manage a company-wide ethics and integrity program, fostering a culture of transparency and accountability.
  • Manage internal reporting mechanisms, ensuring confidentiality, prompt investigation and resolution of compliance concerns.
  • Develop governance frameworks to support internal oversight of compliance and risk functions, including reporting to CINQCARE’s leadership and board of directors.
  • Qualifications

  • Bachelor's degree in healthcare administration, law, business, or a related field is required. Master’s degree (MBA, MHA, JD, RN) and / or relevant professional certification (CHC, CCEP, CRMP) preferred.
  • 10 years of progressive leadership experience in healthcare compliance, risk management, or regulatory affairs. Strong knowledge of federal and state healthcare laws, including HIPAA, HITECH, CMS, Medicaid / Medicare regulations, and fraud and abuse laws.
  • Experience leading enterprise-wide compliance and risk programs in a healthcare provider, managed care organization, or home-based care setting is strongly preferred.
  • Proven ability to build and implement compliance frameworks in fast-growing, mission-driven organizations.
  • Strong understanding of risk management methodologies, including ERM frameworks, incident response, and internal controls.
  • Strategic Thinker : Ability to develop long-term compliance and risk strategies aligned with CINQCARE’s mission and growth objectives.
  • Collaborative Leader : Strong ability to partner with clinical, operational, and executive teams to integrate compliance and risk management into business processes.
  • Excellent Communicator : Ability to distill complex regulatory issues into actionable insights for diverse stakeholders, from front-line providers to board members.
  • Ethical and Integrity-Driven : Unwavering commitment to fostering a culture of compliance, ethics, and risk awareness.
  • Analytical & Problem-Solving Skills : Ability to assess risks, analyze regulatory requirements, and implement effective mitigation strategies.

  • The working environment and physical requirements of the job include :

    In-office work (minimum three days per week) is performed indoors in a traditional office setting with conditioned air, artificial light, and an open workspace.

    In this position you will need an to communicate with customers, vendors, management, and other co-workers in person and over devices, sometimes with people who are agitated. Regular use of the telephone and e-mail for communication is essential. Sitting for extended periods is common. Must be able to receive ordinary information and to prepare or inspect documents. Lifting of up to 10 lbs. occasionally may be required. Good manual dexterity for the use of common office equipment such as computer terminals, calculator, copiers, and FAX machines. Good reasoning ability is important. Able to understand and utilize management reports, memos, and other documents to conduct business.
