Company Overview
The Cook County Juvenile Temporary Detention Center (JTDC) provides safe and temporary housing for youth ages 10 – 18 with pending legal action in the Cook County Courts. The JTDC is dedicated to providing its youth with leadership, structured care, and supervision through a balanced approach of creative programming and services that teach responsibility, accountability, and sensitivity. Each member of the JTDC staff is actively encouraged and supported in pursuit of creative participation, personal well-being, and professional development.
 
As the largest juvenile detention center in the nation, the facility contains five major departments and various offices consisting of 600 employees who serve an average daily population of 280 residents.


The Investigator III conducts investigations into allegations, rumors, and reported incidents of impropriety involving staff and/or youth at the facility.

Typical Duties
  • Conducts authoritative, in-depth, and confidential inquiries into reported incidents, complaints, or suspected improprieties involving staff, or incidents among detainees which have implications for the institution and its population management and care.
  • Interviews witnesses, employees, visitors, detainees, and other parties such as family, employees of other Cook County agencies, police, social/community agencies, etc., and assembles testimony and facts to arrive at a reasonable and/or reliable assessment of the each case.  May conduct background checks as needed.
  • Determines the scope and nature of the investigation based on preliminary inquiries and consults with the Superintendent to determine the course of action.
  • Inspects work locations throughout the facility and may observe and evaluate work methods which have generated complaints from staff, detainees, or others.
  • Prepares both written and verbal progress reports and detailed final analyses/presentations for the approval of the Director, Superintendent and Deputy Superintendent
  • Participates in various disciplinary hearings, police investigations, judicial matters, Department of Children and Family Services Investigations, and recommends an appropriate course of action in resolving potential and actual problems, infractions, and violations.
  • Performs other special and confidential projects as may be required.
  • Performs other duties as assigned.
  • Prepares and conducts training for JTDC staff on areas associated with investigations

Minimum Qualifications
  • A Bachelor’s degree from an accredited college or university in Criminal Justice, Psychology, Sociology, Law Enforcement, Legal Studies, Public Administration, Social Work, or related social services field.
  • 3 or more years of investigative work in corporate investigations or law enforcement.
  • United States citizenship.
  • 21 years of age at the time of application submission.

Knowledge, Skills, Abilities and Other Characteristics
  • Prior experience interviewing adolescents is preferred.
  • Knowledge of legal terminology, procedures involving the defense or prosecution of criminal cases, as well as the rules of evidence.
  • Ability to display sound judgment, and to work urgently, discreetly, thoroughly, and objectively on matters of extreme confidentiality.
  • Must have excellent oral and written communication skills, and the ability to elicit facts and information from involved parties and provide accurate and informed testimony in court.
  • Strong ability to multi-task, prioritize, organize and analyze testimony and facts, and author comprehensive and concise reports and presentations for facility leadership.
  • Must possess an insured automobile and maintain and valid Driver’s license.
  • Highly accountable, reliable, and a strong work ethic.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • Demonstrates skills in database creation and maintenance.
  • Bilingual communication skills preferred.
Working Conditions
  • Exposure to resident behavior problems that may include physical acting out and require safe physical management skills.
  • Exposure to residents with complex mental health issues and/or disorders.
  • Exposure to youth with various states of cleanliness and hygiene.
  • Exposure to various health related conditions or residents of a communicable nature which requires precaution and adhering to medical instruction.
  • Exposure to communicable diseases of youth.
Physical Requirements

  • Ability to sit at a desk for a large portion of the day.
  • Extensive reaching, bending, and moving of objects up to 20 pounds to organize and place in files.
  • May require periods of walking throughout the facility.
  • May require periods of standing.
  • Ability to effectively operate and utilize a computer.
  • Must be able to work longer hours based on departmental needs.
Hiring Requirements
  • Illinois residency obtained within 90 days of date of hire.
  • Pass a pre-employment drug screen and background check including but not limited to LEADS, CANTS, and professional references.
  • A result of negative from the Illinois Department of Children and Family Services (DCFS) Child Abuse Registry.
  • Must prepare a writing assignment to be administered at the time of the interview
  • Must pass required and nationally recognized written examination(s) for direct care positions.
  • Must be available to attend trainings at locations outside of the JTDC
  • Must have open/flexible schedule to work hours which may include evenings, weekends, and holidays, depending on the needs of the facility.
  • Must pass Prison Rape Elimination Act (PREA) screening requirements.
  • Meet additional minimum requirements for eligibility established by the Administrative Office of the Illinois Courts (AOIC).
