JOB DESCRIPTION
Essential Function and Responsibility :
The director of court accounting performs highly complex and professional work in managing court accounting processes and personnel under the direction of the chief financial officer and court administrator. The director of court accounting is responsible for managing the team of accountants
and support personnel and coordinating processes in court accounting and related court financial services as directed. The position assists in the internal and external auditing activities, banking service coordination, and required financial reporting. The director of court accounting assists the court in ensuring work is in compliance with accepted business practices, statutory requirements, court policy, and organizational goals and objectives.
Appointing Authority and Supervision Received :
The court administrator is the appointing authority and the chief financial officer serves as the direct
supervisor.
Supervision Exercised :
Direct supervision of department personnel.
Characteristic and Assigned Duties : (The following duties are representative of the position and do not include all duties that the director of court accounting may perform.)
Serves as the director of department of court accounting for the 16th Judicial Circuit of Missouri.
Provides management of personnel and operational processes in the department of court accounting.
Oversees court accounting in accordance with all applicable laws, statutes, ordinances, regulations, and court policies for all appropriated funds, grants, and non-appropriated funds.
Provides recommendations regarding accounting and financial protocols to the chief financial officer and court administrator.
Reviews and reports the status of court accounts and other financial services monthly and as otherwise directed.
Assists the chief financial officer in the coordination of the yearly audit and regular review of court finances.
Manages the submission of unclaimed property reporting and delinquent land tax financial processes.
Conducts internal investigations at the direction of the court administrator or presiding judge.
Prepares responses to requests for information as directed by the court administrator.
Provides support to court committees as directed by the court administrator.
The director of court accounting may complete other tasks as assigned by the chief financial officer, court administrator, presiding judge, and family court administrative judge and performs related work as required.
Knowledge, Skills, and Abilities :
Considerable knowledge of accepted practices for all court-related accounting, financial management and reporting aspects.
Considerable knowledge of court operations and policies.
Considerable knowledge and skill in managing personnel.
Ability to apply financial principles and specialized knowledge related to court needs.
Ability to professionally report court financial and operational information in written form and oral presentations.
Ability to establish and maintain effective working relationships with the judiciary, court administration, and other stakeholders.
Minimum Qualifications:
Advanced degree in business administration, accounting, or related financial specialization and five years of experience in financial services management.
Necessary Special Requirement:
Certified Public Accountant preferred.
