Basic Function and Responsibility :
Lead the Research and Development Department, establishing parameters of study design for various research projects. Formulate, implement, and evaluate the results using research principles and methodology. Provide specialized analytical assistance relative to organizational, operational, and planning issues. Advise and consult with the court administrator, deputy court administrator, and court directors under the direction of the director of assessment and development services, serving as a liaison on assigned matters.
Appointing Authority and Supervision Received :
The deputy court administrator for family court is the appointing authority. The Director of the department will provide general supervision and work assignments.
Supervision Exercised :
Direct supervision of department personnel.
Characteristic and Assigned Duties : ( The following duties are representative of the position and do not include all duties which may be performed.)
Supervise the department’s research staff.
Monitor the quality of tasks and activities and the development and dissemination of products to ensure they meet quality standards.
Provide oversight, guidance, review, and assistance with research reports; supervise corrections as required.
Oversee design and production of daily, weekly, monthly, semi-annual, and annual reports for family court judiciary and family court services.
Develop scope of work and budgets for the research department; oversee effective implementation of research department functions.
Provide statistical evaluation of raw data.
Respond to requests for data, information, and analysis from internal and external parties.
Establish research designs by defining research objectives and determining the relevant policies, procedures, forms, information systems, and samples to use.
Initiate and direct specific research to provide recommendations to improve processes or programs.
Initiate new approaches to more efficient data collection, and review Family Court reporting systems.
Prepare and present oral and written evaluations and recommendations for implementation of new systems, programs, procedures, or changes.
Participate in meetings and strategic and long-term planning processes; make recommendations regarding strategies.
Project needs of court programs and operations and recommend viable remedies to address problems.
Confer with management and line staff, judiciary, and various others to coordinate efforts, gather information, and explain processes and programs.
Prepare and lead training for family court staff as requested. Consult on the development of training programs by other departments.
Serve as the coordinator of the juvenile detention alternatives initiative (JDAI). Prepare and present data to JDAI executive steering committee and statewide coordinators or committees as requested.
Provide oversight for detention expedite process, including leading meetings involving court staff and staff from other community agencies.
Participate in all processes related to grant funding, including researching potential grant sources, writing applications and reports, budgeting, and gathering outcomes data.
Knowledge, Skills, and Abilities :
Knowledge of research methodology and statistical data collection and analysis techniques as well as investigative research and reporting.
Strong organizational, analytical, critical-thinking, and problem-solving skills.
Knowledge of project management and budget monitoring and preparation.
Skill in using data analysis to forecast system needs.
Ability to assess research needs and requirements to determine the best method of data collection and analysis.
Ability to analyze and interpret complex sets of data, draw meaningful conclusions, and communicate the results in an effective manner.
Excellent oral and written communication skills; ability to communicate tactfully and courteously with diverse parties.
Ability to prepare clear, complete, meaningful, accurate, and logical reports that are highly detailed with both narrative and statistical components.
Ability to assess priorities and manage projects with shifting deadlines and changing priority status.
Ability to work independently and manage time effectively while handling a high-volume workload in an environment subject to frequently changing priorities.
Ability to apply specialized concepts and transfer knowledge between various projects and working formats.
Ability to recognize, investigate, and analyze a variety of administrative problems and provide meaningful solutions.
Ability to maintain a variety of complex records and prepare reports from an automated system.
Ability to establish and maintain effective working relationships with internal and external stakeholders from diverse cultures and backgrounds.
Advanced skill in operating a personal computer and standard office equipment as well as spreadsheet, database, word processing, and statistical analysis software.
Perform other duties as required.
Minimum Qualifications:
Master’s degree in related field with a minimum of three years of experience in program evaluation or data analysis. One year supervisory experience required. Advanced Microsoft Office application experience; proficiency in statistical analysis software such as SAS, SPSS, or STATA.
