Role Overview

Reporting to the Oregon Recycling Manager and the National Service Provider Reporting Manager, the Oregon Contract Manager plays a crucial role in managing and overseeing the development, implementation, and maintenance of recycling initiatives and agreements between local governments, service providers, and other partners across the state receiving funding from CAA.

Key Responsibilities

1. Agreement Development & Management:

  • Negotiating Agreements: The Contract Manager helps draft, negotiate, and manage agreements between local governments, waste management contractors, and recycling service providers. These agreements define roles, responsibilities, and expectations, including service delivery standards, pricing, and timelines.
  • Compliance Monitoring: Ensures all parties involved adhere to the terms of their agreements. This might include monitoring recycling goals, reporting requirements, and ensuring that service providers meet environmental and legal standards.
  • Contract Renewals and Updates: Reviews existing agreements to assess performance, identify areas for improvement, and negotiate contract renewals or adjustments as needed.

2. Oregon Service Provider Collaboration:

  • Liaising with Service Providers: The Contract Manager acts as the main point of contact between local governments and the recycling service providers and CAA’s broader team, ensuring effective communication and troubleshooting contracting problems as they arise.
  • Engaging with Local Communities: Works to engage residents, businesses, and other community groups to boost recycling efforts and address concerns or feedback.
  • Collaborating with Regulatory Agencies: Coordinates with local, regional, and state-level regulatory agencies to ensure that all recycling activities are in compliance with environmental laws and regulations.

3. Data Collection & Reporting:

  • Tracking Metrics: Collects data related to waste diversion rates, recycling contamination, program participation, and cost-effectiveness to monitor the success of recycling programs.

4. Problem Solving and Continuous Improvement:

  • Addressing Issues: Identifies challenges and works with relevant stakeholders to resolve issues such as contamination of recyclable materials, service delays, or budget constraints.
  • Innovating Solutions: Identifies opportunities for program improvements, including adopting new technologies, expanding service offerings, or optimizing collection routes.

Skills & Competencies

  • Knowledge of Environmental Regulations: Familiarity with local, state, and federal waste management and recycling laws and policies.
  • Project Management Skills: Ability to manage multiple projects, including timelines, resources, and budgets.
  • Strong Communication Skills: Ability to effectively communicate with a variety of stakeholders, including government officials, service providers, and the public.
  • Problem-Solving Abilities: Strong analytical skills to assess program performance and identify opportunities for improvement.
  • Uses professional and effective judgment and decision-making skills rooted in logic and sound reasoning to identify the strengths and weaknesses of alternate approaches, solutions, or conclusions.
  • Demonstrated ability to work in a dynamic environment where change, growth and innovation are a constant.
  • Experience working in a complex, multi-faceted environment with several competing priorities.
  • Proficient in Microsoft Office 365, including SharePoint, Teams, Monday.com, WorkDay, and Salesforce.
  • Excellent attention to detail, with analytical, problem solving, planning, and execution skills.
  • Effective communications skills which can build relationships with communities, and internal CAA teams at all levels of the CAA organizational structure.
  • Team player with a professional, disciplined, and self-directed approach.

Education and Experience

  • Bachelor’s degree or equivalent practical experience in related field, which may include Business Administration or professional designation from a recognized procurement organization, Engineering, Sustainability or related field required.
  • Has direct working knowledge of the recycling system in Oregon, with a minimum of 3 years of experience working with local governments and/or service providers delivering recycling services.
  • Experience leading program innovation or start-ups preferred.
  • Has a track record of successful team collaboration.


Compensation & Other Information

  • Location: Initially Fully Remote (from OR).
  • Salary range is based on a variety of factors in accordance with applicable law, including the successful candidate’s relevant experience, skills, knowledge, and work location. In addition to base salary, this role is eligible for medical, dental, and vision benefits, life insurance, retirement, and paid time off.
