Job Summary
The Contractor Safety Supervisor develops, implements, and evaluates programs, processes, and procedures to assure the safety of all contractors. This position monitors and controls the organization's contractor safety standards in accordance with OSHA and other regulations and maintains professional knowledge of contractor and construction safety practices and proposed changes in applicable regulations and consensus standards. The Contractor Safety Supervisor conduct audits, participates in accident investigations, and conducts site inspections of contractor/construction activities with regards to health and safety compliance. This position analyzes data and advises appropriate recommendations to prevent new or recurring accidents/incidents. The Contractor Safety Supervisor develops and conducts, when required, contractor employee safety training, develops quality assurance programs for all contractors, and provides direct interface with contractor company supervision and management, communicating all health and safety expectations on behalf of the LCMC. The Contractor Safety Supervisor provides information and feedback with regards to contractor safety performance to LCMC Management. This position reviews and revises, when necessary, all CITGO site specific and regulatory contractor training materials, reviews and approves on behalf of Health & Safety Department new and/or proposed contractors for use in facility, and maintains certifications and qualifications for Area Safety Supervisors and emergency response. The Contractor Safety Supervisor represents the Health & Safety Department on the Contractors Safety Association and ABC School Accreditation Committee.

Minimum Qualifications
- Bachelor’s degree in related field plus ten (10) years of job-related experience
- Certified Safety Professional (CSP) certification (preferred)
- Detailed knowledge of OSHA regulations 29CFR 1910 and 1926 and practices/processes related to contractor and construction safety
- Trained in leading and/or facilitating fixed format and TapRoot incident investigation
- Basic emergency response training skills
- Valid driver's license
- Ability to obtain a Transportation Worker's Identification Credential (TWIC)
Job Duties
- Oversees the refinery contractor safety programs, ensuring adherence to safety standards, conducting comprehensive compliance reviews and assessments of facility contractors, and managing HSSE training initiatives.
- Leads audits of contractors by directing multidisciplinary teams to review documentation, conduct interviews, and observe behaviors to ensure compliance with OSHA Corporate Standards, contract company standards, and actions taken in response to prior audits and assessments. Prepares and presents comprehensive audit reports to senior management, detailing findings, recommendations, and corrective actions to enhance overall safety and compliance.
- Manages and develops site-specific training programs and materials for all contractors, including CITGO LCMC Contractors Site Specific Orientation, Permit Training for Contractors, and other LCMC training as required by procedures. Ensures that training programs are comprehensive, up-to-date, and effectively communicated to all relevant personnel. Prepares and presents periodic reports to senior management, highlighting key metrics, compliance status, and areas for improvement.
- Leads contractor-involved incident investigations by ensuring contractor injury cases are managed appropriately, reported, and documented in the incident management system. Determines root causes and assists in the development of corrective actions. Tracks and ensures the completion of corrective actions from contractor incident investigations. Prepares and presents detailed incident investigation reports to senior management, highlighting key findings, root causes, and recommended corrective actions to prevent future incidents. Ensures the right questions are asked and incident follow up initiated to maintain contractor transparency.
- Develops and maintains safety procedures related to contractors, leveraging expertise in OSHA and other regulatory requirements, as well as industry best practices. Monitors compliance with safety procedures and conducts regular reviews to identify areas for improvement. Collaborates with other departments to implement safety improvements and ensure a cohesive approach to contractor safety. Prepares and presents safety procedure reports to senior management, highlighting key metrics, compliance status, and recommendations for enhancing contractor safety.

Hourly employees must be qualified as a temporary supervisor according to the Supervisor Development Process (OSDP, MSDP, or LSDP) and meet minimum qualifications listed above.
