Job Summary

The Commercial Business Development Manager focuses on partnering with internal and external customers / suppliers to develop, negotiate and execute commercial strategies and agreements under the Supply & Marketing organization.

The focus of this role will be developing opportunities that enhance value for the crude oil marketing and trading organization (S&M).  The position requires in depth knowledge of commodity flows, asset infrastructure, regulatory requirements, and market players within the geo graphic footprint we operate.  Position monitors market conditions, regulatory events and recommends strategies to drive continuous profitability and growth.  Position will understand trading principles and exposure risk for crude oil. The person in this position will develop knowledge and establish relationships with the key producer companies that supply crude processed into the CITGO refineries.  Position will monitor market trends, benchmark with industry competitors and be aligned with the business and trading teams strategies.

Position will prepare and present business cases with supporting economics to senior management. Position will focus on balancing long-term strategies and gains with near term activities.

The role will operate within delegated systems of authorities and adhere to CITGO’s policies and procedures. Ensures CITGO contract management standards are always met with the highest Controls environment.

Minimum Qualifications

College Degree (Bachelors Level) in Engineering, Economics, Finance or related field.

Minimum 13 years of professional experience.

  • Strong understanding of crude oil and refined product markets, commodity flows and asset infrastructure in domestic and international markets.
  • Good understanding of refinery commercial optimization related to crude supply.
  • Excellent communication and negotiating and sales skills.
  • Strong financial and economic analysis skills
  • Strong project management skills
  • Knowledge of regulatory frameworks in the US and LATAM related to petroleum markets preferred.

Job Duties

  • Responsible for formulating, negotiating, and executing commercial strategies and agreements
  • Responsible for extensive domestic and international market research and developing business development strategies.  Facilitate meetings with market participants. Develops domestic and international customer / supplier contacts and evaluation of most profitable and efficient go to market strategy for CITGO S&M with customers and suppliers in related markets.
  • Monitors commodity flows, market prices, regulatory changes and competitors.
  • Coordinate and facilitate S&M interaction with other internal groups to accomplish goals such as Tax, Audit, Legal, Accounting, Corporate Planning, Mid-Office among others.
  • Develops and manages ongoing business development processes improvement.
  • Work closely with cross-functional team and prepare and present business cases with supporting economics to senior management.
  • Develops and maintains solid relationships with external customers / suppliers.
  • Key member in developing and monitoring strategic plans for the Relationship Management Program.
