Position Summary

The CUB General Counsel (GC) provides public interest legal advocacy on behalf of Wisconsin public utility customers, serving as CUB’s counsel of record in administrative proceedings before the Public Service Commission of Wisconsin (PSCW) and the Federal Energy Regulatory Commission (FERC) and in state and federal courts. Responsibilities include identifying legal and policy issues in utility applications and analyzing such issues; representing CUB in rate cases and other proceedings, including undertaking discovery, preparing motions, writing briefs, and appearing for CUB at hearings; and providing legal counsel on CUB operational issues to the Executive Director and the CUB Board of Directors. The CUB GC collaborates with other members of CUB’s regulatory team to formulate CUB’s positions on issues of importance to utility customers. The GC also interacts with PSCW legal counsel and staff, the utilities, other stakeholder groups, and the legal community. The GC also runs CUB’s legal extern program, selecting law students, assigning tasks to them, and supporting and evaluating their work. 

The GC works both collaboratively, as part of the multi-disciplinary CUB team that includes subject-matter experts, and independently. The matters the GC works on can be technical, complex, and novel. The GC must make decisions and complete work in a dynamic, often fast-paced environment.

This is a writing-intensive position, and strong writing skills and attention to detail are required. Working knowledge of public utility regulation and the issues facing electric and natural gas customers is preferred.

Qualifications

Candidates must be licensed to practice law in the State of Wisconsin at the time of application.

Qualified applicants will have experience with all the following:

  • Conducting legal research and making determinations or recommendations based on legal research;
  • Preparing formal legal documents, such as briefs, pleadings, affidavits, motions, or orders, in agency or court proceedings; and
  • Writing legal memoranda and correspondence.

In addition to having all the above, well-qualified applicants will have experience with one or more of the following:

  • Utility, administrative, environmental, and/or public interest law;
  • Reviewing or revising laws or administrative rules;
  • Preparing witnesses, testimony, cross-examination, and arguments for legal proceedings;
  • Litigation experience at the administrative level and/or in state and federal courts; and
  • Providing legal counsel to executive management
