What are the responsibilities and job description for the Engineer I (Technical Services) position at Citrus County Board of County Commissioners?
The schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM and is located in the Lecanto Government Building, Lecanto, Florida.
- Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
- Oversees and professionally responsible for performance of engineering related design, calculations, reports, analysis for various county related projects, as well as work of staff associated with and in performance of submitted permit applications such as plats, improvement plans, residential and non-residential applications, stormwater applications, roadway/traffic improvements, and studies, etc.
- Conducts project meetings to ensure work procedures are followed, and coordinates/manages the participation of consultants, engineers, designers, and contractors.
- Supervises the preparation of project work plans, cost estimates, contract administration, and creation of technical reports, specifications and engineering calculations.
- Attends meetings with the public and engineering consultants.
- Performs design work, conducts studies, and prepares reports.
- Involved with the county’s National Pollutant Discharge Elimination System (NPDES) permit.
- Responds, analyzes, and designs retrofit projects to reported drainage concerns
- Prepares presentations and attends the Planning and Development Commission Board (PDC), Board of County Commissioners (BOCC) and other review boards as necessary.
- Creates, drafts, and publishes policies and procedures for the Engineering Division, Permitting, and Staff Management.
- Interprets, resolves, and enforces the County’s Land Development Code (LDC), Comprehensive Plan and other regulatory guides, and recommends changes as needed
- Performs other duties as required.
- Bachelor's Degree in Civil Engineering
- Four (4) years of progressive experience in Civil Engineering (Transportation/Stormwater)
- Experience in stormwater design, transportation/roadway, utility, site, pavement design, and infrastructure construction.
Certificates, Licenses, Registration, Skills
- Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
- Registered Professional Engineer (P.E.) in the State of Florida.
- Working knowledge of drainage, hydrology, and hydraulics.
- Working knowledge of AutoCad/PONDS/AdICPR
- Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
- Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
- Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Products (i.e., Outlook, Word, Excel, etc.).
- Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS)
- IS-200.b: ICS for Single Resources & Initial Action Incidents
- IS-700.b: An Introduction to the National Incident Management System
- IS-800.c: National Response Framework, an Introduction
Physical Requirements/Work Environment:
- Requires a combination of sitting, standing and walking.
- The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
- The job requires frequent balancing and occasional bending, squatting, kneeling, twisting, and reaching above shoulders.
- The job requires the completion of tasks that involve simple grasping, pushing, pulling, typing, operating foot controls/levers, and driving automotive equipment.
