General Description

Assists the Public Works Director by overseeing the operations of assigned divisions and sections within Public Works that includes the divisions of Aquatic Services, Aviation, Construction Management, Facilities Management, Fleet Management, Road Maintenance, Solid Waste Management, and Technical Services (excluding Engineer-related projects and / or duties). Plans, organizes, and implements programs within major organizational policies. Reports progress of major activities to executive level administrators through reports and conferences.

The schedule for this full-time position is Monday through Friday 8 : 00 AM to 5 : 00 PM and is located at the Lecanto Government Building, Lecanto, Florida.

Essential Functions

  • Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Drives and / or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Plans, recommends, and presents projects and policies to the Board of County Commissioners, County Administration, legal staff, and others.
  • Negotiates, and directs consultants, contractors, and other agencies.
  • Directs the operations of assigned divisions within Public Works.
  • Provides budget requirements for Public Works operations. Manages and oversees budget implementation including, but not limited to, creating and approving requisitions, accounts management, purchase order approval, equipment research and pricing.
  • Reviews plans and specifications. Develops, manages, reports, and implement specific Public Works projects.
  • Resolves timely inquiries and complaints from contractors, consultants, and the public.
  • Performs administrative duties as required including, but not limited to preparing written reports, and maintains data, issues and reviews permits, prepares evaluations and other reports and filing as required.
  • Attends monthly meetings and acts as County liaison for the Beverly Hills and Citrus Springs Advisory Boards.
  • Attends Board of County Commission meetings, community meetings and public hearings, and other meetings as assigned by the Public Works Director.
  • Performs other duties as required.

Minimum Requirements

Education, Training, and Experience

  • Bachelor's degree in Engineering or the hard sciences such as Architecture, Chemistry, or closely related field OR a combination of experience and education in Public Works.
  • Four (4) years relevant experience.
  • Certificates, Licenses, Registration, Skills

  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Registered Professional Engineer (PE) in the State of Florida, preferred.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Knowledge of the principles and techniques of planning, management, and scheduling of public works projects.
  • Knowledge of federal, state, and local construction and maintenance procedures and practices.
  • Knowledge of infrastructure, road construction, storm water, sidewalk, water quality and other related infrastructure project management.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses :
  • IS-100.c : Introduction to the Incident Command System (ICS)

  • IS-200.b : ICS for Single Resources & Initial Action Incidents
  • IS-700.b : An Introduction to the National Incident Management System
  • IS-800.c : National Response Framework, an Introduction
  • Must have or be able to obtain within 6 months certification in FEMA National Incident Management System (NIMS) courses :
  • ICS-300 : Intermediate ICS for Expanding Incidents

  • ICS-400 : Advanced ICS and General Staff
  • Physical Requirements / Work Environment

  • Requires a combination of sitting, standing, and walking.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.

  • The job requires the completion of tasks that involves typing, operating foot controls / levers, driving automotive equipment and simple grasping.
