The CIP Construction Field Manager, under the general direction of the CIP Manager and CIP Project Managers, performs field oversight, management and certain inspections of Capital Improvement Program (CIP) Construction projects, and work performed by City and County of Broomfield contractors. Primary responsibilities include construction plan review and providing critical leadership in the field, acting as a liaison between contractors, other inspectors, 3rd-party utilities, CIP Project Managers, engineers, internal departments and both residents and businesses impacted by construction work. This is a newly created position on the CIP team in Community Development. The incumbent will have the opportunity to help build and define the role while supporting a variety of municipal projects.

Review construction plans and specifications during design and engineering for conformance to applicable engineering standards and specifications and constructability, making recommendations for revisions and improvements.
Coordinate pre-construction meetings in coordination with CIP Project Managers and Public Works’ Construction Inspectors.
Monitor project progress while problem solving, developing correction strategies, as necessary, and approving minor field adjustments.
Prepare daily project records including daily reports, project status and pay item documentation.
Ensure contractor compliance with construction plans and specifications, permit requirements and regulations, and traffic control plans, etc.
Coordinate internal (building, utility, parks) and third-party inspections; oversee materials testing and review results.
Coordinate and assist with reviewing submittals, shop drawings, RFIs, contractor pay applications and change order requests.
Coordinate preparation of punch lists of inadequate or incomplete items, ensuring they are replaced or repaired.
Assist with public outreach and respond to inquiries and effectively facilitate responses to concerns and complaints from the public.
Education
Bachelor's Degree from an accredited college or university in construction management, civil engineering, or closely related field - required
Experience
3 years construction field experience, such as a foreman, inspector, superintendent, or other construction management - required
Experience working directly for a municipality or other local government entity - preferred
EIT, PE, experience or proficiency in AutoCAD (Civil 3D), and/or construction inspection certifications - preferred
Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
NECESSARY SPECIAL REQUIREMENTS (in addition to above requirements):

Must possess and maintain a valid Colorado Driver's License and safe driving record for continued employment.

Work is generally scheduled Monday through Friday with occasional Saturday or evening work required.

Additionally, construction field work may involve a wide range of physical movements such as climbing into trenches/manholes and lifting heavy items such as manhole covers.
