The City and County of Broomfield’s Public Works Department is searching for a Deputy Director to lead the Sustainability, Fleet, and Facilities Services divisions in their contributions to Broomfield’s sustainability goals.  This position will serve as one of two Deputy Directors in support of the Public Works daily operations.  


We are looking for an innovative and inspirational individual with strong leadership skills to operationalize the vision for the Public Works Department. As a member of the Public Works Leadership team, the Deputy Director will have a unique opportunity to help shape the direction of the Public Works Department and will serve as a key member of the citywide management team, translating the City’s strategic plan into action.

  • Responsible for managing the Facilities, Fleet, and Sustainability Divisions of Public Works. Provides direct supervision over the Superintendents/Managers of each Division and indirect leadership of all support staff in each Division. 

  • Responsible for the following programs:

    • Solid Waste and Recycling (community hauler, spring clean-up, recycling center, E-waste, household hazardous waste)

    • Fleet (waste oil recycling, pre-delivery inspection, scheduled maintenance, repairs, and vehicle disposal)

    • Organizational Sustainability (partners with all Broomfield Departments)

    • Community Sustainability (alternative energy initiatives and community engagement)

    • Oil and Gas

    • Building mechanical, electrical, and plumbing 

  • Actively participates in the Advisory Committee on Environmental Sustainability (ACES)

  • Provides critical input to the city’s strategic plan and performance measures as it relates to renewable energy, electric vehicles, building energy efficiencies, air quality, trash & recycling and environmental initiatives. Focusing on the sustainable operations of buildings and working with policymakers on implementing initiatives to enhance efficiency and regional decarbonization.

  • Assist with management and oversight by developing and implementing structure and goals; monitor and improve effectiveness of service delivery methods; plan and direct the work plan for staff; accountable for the implementation of capital programs, maintenance of infrastructure, permit compliance, development review, and transit services.  

  • Advises the director on work procedures, work schedules, process improvement, strategy, and short- and long-range work plans and budget planning to include capital improvement projects. Responsible for the ongoing development and achievement of key performance indicators (KPIs).

  • Coordinates and balances activities of divisions with other City divisions/departments, consultants, developers, contractors, governmental agencies, community organizations, and the public. May lead priority cross-division and cross-department projects and initiatives.

  • Communicates and collaborates effectively with a variety of stakeholders; prepares and reviews updates, briefings, and memos; gives presentations; assists the director in providing professional advice to the City and County Manager and the City Council, as requested.

  • Plans, coordinates, and ensures quality control of information presented to City Council and the public; answers letters of inquiry/complaints and talks with residents/customers.

  • Represents the City and County at various governmental, professional, and public-facing meetings.

  • Fosters effective working relationships; supports and coordinates with other departments to further community, organizational and department priorities, and to create and implement holistic, innovative projects and services.

  • Oversees preparation of their divisions’ annual and revised budget and assists the Director in the budget process to include initiatives; supports City-wide budget processes related to community goals and Council priorities; ensures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control.

  • Provides the supervision of professional, technical, and administrative staff including hiring, scheduling, delegating tasks, reviewing performances, recommending disciplinary actions, and providing training.  Sets goals, objectives, policies, and procedures for completing job tasks and assignments.

Education

  • Bachelor's degree from an accredited college or university in public or business administration, management, civil engineering, sustainability, or environmental sciences or a field closely related - required.

  • Master’s degree from an accredited college or university in the above or a closely related field - preferred.

Experience

  • 5 years experience required in municipal management that includes public works, public policy, sustainability, water/wastewater utility management or comparable experience related directly to this position per the position guidelines.

  • 3 years supervision experience required. 

  • 3 years experience in program development, implementation, and evaluation; policy and procedure development; budget development and management; quality assurance and improvement; high level report writing and presentations; leadership and team building; and strategic planning and project management for a local government organization which demonstrates the ability to perform the Essential Tasks is preferred.

Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience. 


Salary : $157,186 - $212,680
