General Statement of Duties / Distinguishing Features of the Class

We are seeking a caring, collaborative candidate to assist public health with carrying out the Butte-Silver Bow Health Department’s mission and programs.

The successful candidate will be providing comprehensive Parents as Teachers (PAT) evidence-based services to assigned clients in residential or community locations. This program consists of providing individualized assessment of needs, education on parenting and developmental milestones, and community connection to resources as needed for pregnant women, infants, and children up to kindergarten age. This position requires a strong passion for public health and serving the population of Butte-Silver Bow.

Examples of Essential Work (Illustrative Only)

  • Performs initial client intake assessment, including evaluating the client’s medical, psychological, social, financial, and educational/employment history.
  • Engage in program recruitment activities (as applicable)
  • Complete an initial and annual family-centered assessment with each family
  • Develop, monitor, and review goals with each family
  • Plan, provide, and document personal visits focused on parent-child interaction, development-centered parenting, and family well-being
  • Provide group connections to give families an opportunity to build social connections with one another
  • Engage in parent-child interaction activities, and increase knowledge of ways to support children’s development
  • Complete at least initial and annual developmental screening and health review for each enrolled child
  • Connect families to resources that help them reach their goals and address their needs
  • Provides education as needed to other staff members with new resources available.
  • Identifies and refers clients to appropriate community resources and programs.
  • Be able to meet case load requirements by Parents as Teachers Affiliate and Healthy Montana Families.
  • The parent educator must complete the Parents as Teachers Foundational and Model Implementation trainings before delivering PAT services after being hired.
  • Other duties as required.

Working Conditions While Performing Essential Functions
  • Work performed in the community is sometimes subject to conditions that range from inclement weather to dangerous conditions, such as snow/ice, cold, heat, noise, wetness/humidity, vibration, sudden temperature changes, and poor illumination at the job site or due to travel on the job.
  • Travel to and from locations may subject worker to increased risk of driving hazards. Community locations may subject worker to communicable diseases, insects and other disease vectors, toxins, hazardous materials, chemicals, and animals.
  • In all settings, employees in this classification may occasionally need to relate to members of the public who exhibit challenging, atypical, or hostile behaviors and/or communication.
  • Visual ability must be sufficient enough to read typewritten documents and computer screens and operate a vehicle.

Acceptable Experience, Education and Training
  • Bachelor’s degree in early childhood education, social work, health, psychology, or a related field or a two-year degree/60 college hours in early childhood or related field is preferred. Applicants with a minimum of 2 years of previous supervised work experience with young children and/or adults and a high school diploma or GED may be considered.
  • Strong communication and interpersonal skills (i.e., non-judgmental, objective, reflective, empathic, patient, tactful).
  • Ability to establish rapport with families and empower them by building on their strengths.
  • Strong organizational and record-keeping skills.
  • Computer skills, including email, Microsoft programs, and various database systems.
  • National Incident Management System (NIMS)/ Incident Command System (ICS) 100, 200, and 700 certifications within six months of employment.
Required Special Qualifications
  • Valid Montana driver’s license, a current certificate of vehicle insurance, and access to reliable transportation to all assigned work locations.
  • Must be a resident of Butte-Silver Bow during employment, according to Butte-Silver Bow Ordinance. See below.
2.08.010 Residence during employment.
From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 § 1, 1979)
