What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $120,000-$145,000. We also offer generous benefits for full-time employees which include but is not limited to :

What You’ll Do
The DOTI Team is seeking a professional in the transportation industry to serve as Construction Manager within the Transportation Implementation Division. The Transportation Implementation Division helps to deliver the City’s capital transportation program and carry out the Mayor’s goals outlined in the Denver Mobility Plan. Currently, this group manages approximately 30 active construction projects at a value of more than $100 million. The types of projects managed vary tremendously and are delivered through a wide variety of procurement strategies and delivery mechanisms. The Construction group also plays a critical part in the development of projects during the planning and design phases with constructability reviews, field walks, and cost estimation. Finally, the construction group is responsible for transitioning the facilities from construction to operations and maintenance teams.

Mobility programs (e.g., bikes, pedestrian facilities, ITS & signals, transit infrastructure)Safety initiatives (e.g., Vision Zero, Neighborhood Transportation Management Plans [NTMP], Safe Routes to School [SRTS])Complete streets, multimodal projects, and pedestrian facilitiesLarge, complex projects (e.g., 16th St Mall Monaco and Cherry Creek bridge replacement, Colfax BRT, 56th Avenue Design-Build) Jewell Evans Pedestrian bridge)Americans with Disabilities Act (ADA) programs and regulatory projectsOngoing citywide deferred maintenanceAnd moreThe Construction Manager provides staff leadership, cross-organizational collaboration, business planning, technical guidance, budgeting resource / contract management, and performance reporting, among many other duties. Other responsibilities may also include : Construction Project Manager for specific transportation projects, developing construction services scopes of work and task orders, and serving as a subject matter expert and technical resource.
The Construction Manager may have up to 6 direct reports, supporting them on their assigned projects and programs. The Construction Manager will report to the Construction Group Manager. It is expected that the Construction Manager will escalate organizational level concerns (e.g., project issues, procedural or staff issues) to the Manager and Director as appropriate.

Provide direct supervision and leadership for multiple employees including performance management, process improvement, staff empowerment, and technical guidance related to construction activities. successfully innovate and implement the best practices to serve the evolving goals of DOTIOrganize and plan resource assignments including vendor and professional servicesLead Daily construction management discussions, coaching, problem / conflict resolutions for active and future projectsVerifying, Establishing, monitoring, and updating construction resource and project schedules, scopes and budgets while constantly communicating status / approach upwardMonitoring work product for direct reports concerning project progress and success while assisting in developing correction strategies when necessaryAssisting staff with work projects and assignments, providing coaching, and mentoring to all staff, and addressing political and sensitive matters on behalf of teamEstablishing Monitoring, and updating resource tracking spreadsheets and daily work plans for project / construction management and inspection staffHandling disciplinary matters for all direct reports and management of sub level supervisor personnel matters, development of team strategy, goals and standards while identifying continual improvement opportunitiesPerforming and leading constructability reviews of design documents, plans, specifications, and contract documents being prepared for constructionAssuring compliance with all City policies and procedures and processes including financial, legal, contractual, regulatory, and City Council-relatedAdhering to the program controls, change management and quality assurance aspects of the construction portfolio to assure successful project deliveryResponsible for Overseeing and reviewing staff with change management and claim managementTraining and mentoringCollaborating, and coordinating, and holding accountable with numerous both inside and outside stakeholdersEnsuring staff development and investment at all levelsCoordination with program and organizational leadership to deliver results on all projects / work required by team to ensure alignment with DOTI goalsMonitoring and assisting direct reports who are responsible for Checking and approving monthly pay applications, verifying and collecting the necessary paperwork required for grant funded projects, change management orders, invoices, and other requirements of the contract documentsFacilitating regular progress meetings with entire staff, project teams and one on one meetings with direct reports to facilitate investment in division and group staffIdentify and implement innovations that improve team performance (i.e. standards, letter templates, checklists, field walks, etc.)Support and Champion Citywide initiatives and find ways to connect them to Project DeliveryOur ideal candidate has some or all the following experience, skills, and characteristics :
Expert knowledge, understanding, and experience working with City and County of Denver, Regional, State, and Federal policies, contracting language, general and special conditions, standard specifications, and procurement processes for design and construction of public infrastructure, preferably transportation systemsExperience with grant funding (FHWA, CDOT, FTA, and RTD)Exceptional ability to collaborate, negotiate, interpret, and manage critical path schedules, and to effectively and efficiently solve complex construction-related opportunities and constraints using expert knowledge and available resourcesInitiative and desire to continuously improve and develop processes, standards, measurements and payments, bid items, and specifications in support of DOTI's management goals to successfully deliver multifaceted capital improvement projectsExperience in negotiating change orders, and construction claimsAlternative delivery experience is desired but at a minimum need an understanding of contracting alternatives, procurement, and project delivery methodsComprehensive experience in a construction environment to promote a strong culture of safety, quality, responsibility, and excellence within DOTIDemonstrated leadership skills in mentoring and supervising diverse professionals from interns to licensed engineers construction managers to inspectors while providing guidance for professional developmentStrong analytical skills to guide construction project managers and inspectors in the interpretation of engineering plans, specifications, and estimates and draw conclusions as to design fit to field conditionsExperience leading constructability reviews and providing technical guidance for the construction of transportation infrastructure projects including roadways, bridges, sidewalks, bicycle facilities, intersection geometrics, pavement markings, traffic signs and signals, and traffic operationsLeadership, organizational, and communication skills to mentor, empower, and develop all team members to their fullest capabilityExperience with performance management including providing feedback and recognition to a teamStrong communication skills, including political tact, conflict resolution, and consensus-buildingExperience fostering consensus around changeAbility to work in flexible environment with change and growthDemonstrated leadership skills in mentoring, supervising diverse construction professionals and providing guidance with professional developmentMust possess ability to read and interpret construction drawings and specifications and identify discrepancies or conflicts within documentsExperience and a comfort level with matrix managementRequired Minimum Qualifications
Education Requirement : Bachelor's Degree in Construction Management, Project Management, Engineering, or directly related field.Experience Requirement : Three (3) years of experience at the type and level of functional or operational management, which must have included supervision of senior level project managers in the construction or engineering field.Education and Experience Equivalency : One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.Additional appropriate education may be substituted for the minimum experience requirements.This job requires driving.
