The Deputy Director for the Special Projects and Initiatives Division will have a unique and empowered role focusing on two general aspects of our business: (1) supporting or leading efficient and effective delivery of projects and programs, and (2) supporting the organizational management of the Division. The Deputy will report directly to the Director and will provide leadership, coordination, and support for the management of projects and programs being implemented by this team, and help create and administer policies, procedures, and guidance documents to improve process and outcomes. This position will also help promote accuracy and consistency in business practices across the Division, help teams leverage experience gained, and provide strategic and tactical level planning for critical initiatives and major project capital work. Additionally, the Deputy will support the Director in resource management across the Division, lead analysis and reporting on behalf of the Division and support the Director in establishing and maintaining key partnership and stakeholder relationships.

Specifically, as the Deputy Director, you will:
- Support or lead program and project management work on large, complex, multi-disciplinary, alternative/collaborative delivery capital projects. Work may include, but is not limited to: coordinating work across matrixed teams, consulting with city departments, elected officials, other municipalities, business organizations, and other internal/external stakeholders to inform project plans and goals; collaborate in the formulation of objectives and scopes of work; develop work plans; manage risk; ensure outputs are in alignment with requirements and stakeholder expectations; help resolve challenges and maximize opportunities by identifying strategies and collaborative approaches to deliver on objectives.
- Support or lead the development of pre-bid materials defining scope, schedule, budget and related information necessary for request for qualifications and request for proposals; establish selection boards and prepare timely responses to questions concerning the project and contracts, review submittals, and prepare recommendations.
- Develop goals, document performance, provide performance feedback and formally evaluate the work of direct reports; provide reward and recognition for proper and efficient performance; assist staff in achieving performance standards; help identify opportunities for continual improvement of performance standards.
- Communicate annual work plans to employees and ensure employees are focused on the work plan and achieving performance standards.
- Create and administer work group procedures to promote consistency, as appropriate, and recommend and implement process improvements and policies for work group(s). Approve or recommend for approval requested variances.
- Monitor and direct daily operations to ensure policies and procedures are correctly interpreted and followed by Division staff. Ensure goals and objectives are met, services are being provided efficiently and effectively, help identify and advocate for resources, and take corrective action when needed.
- Champion continuous improvement including devising new strategies and opportunities; foster an atmosphere of innovation in order to challenge the Division to think creatively, especially as it relates to positive citizen and customer experience opportunities and project/program outputs.
- Represent the work area(s)/division in meetings with elected and/or appointed officials and other city entities. Serve as a city representative on various committees. Foster collaborative relationships that benefit the organization. Provide expertise and consultative guidance to internal and external stakeholders which may include elected and appointed officials, citizens, and members of the business community.
- Help promote collaboration with key project and program partners, including external Wastewater Enterprise partners such as Mile High Flood District, Denver Water, Metro Water Recovery, USACE, BNSF/UPRR; as well as internal collaboration with Wastewater Operations, Wastewater Capital Maintenance, Green Infrastructure Division, the Environmental Implementation Division, and the Office Community and Business Engagement.

Our ideal candidate has some or all the following experience, skills, and characteristics:
- Collaborative/alternative project delivery experience.
- Preconstruction experience, including a solid understanding of cost estimating, scheduling, and experience leading development of construction contracts; experience managing multiple professional services and construction contracts.
- Experience with strategic planning for program and project lifecycles to maximize opportunities; strategic and tactical program and project financial planning experience.
- Ability to clearly and effectively communicate with diverse audiences, including high-level executives, elected officials, community members, industry partners, and other stakeholders using dashboards, data, and graphics to tell our story.
- Operational experience managing a capital project delivery organization.
- Education Requirement: Bachelor's Degree in Engineering or Architecture.
- Experience Requirement: Three (3) years of experience at the type and level of functional or operational management, which must have included supervising licensed engineers or architects.
- Education/Experience Equivalency: No substitution of experience for education is permitted. Additional appropriate education may be substituted for experience requirements.
- Licenses/Certifications:
- Requires a valid Driver's License at the time of application.
- Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.
- Licenses and certifications must be kept current as a condition of employment.
