The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the field at least 3 days a week and telecommute remotely at a designated workplace within the State of Colorado the remaining days.
What You’ll Do
The position develops and implements DEN’s Environmental Management System (EMS) to enable achievement of DEN’s long-term strategic objectives including protecting the environment, preventing pollution, and systematically and proactively managing environmental risks. DEN’s EMS has been in place for over 20 years and DEN has continuously maintained external certification of its EMS to the ISO 14001 Standard. This position administers DEN’s program to continuously review and improve its EMS and maintain external certification.

Job duties and responsibilities of this position include, but are not limited to, the following:
- Administers and oversees the EMS annual planning process. This process refines and reaffirms the alignment of DEN’s environmental objectives, goals, and strategies with DEN’s business drivers, vision, and most significant environmental risks and opportunities. The needs and expectations of interested parties are a significant consideration in the annual planning process, including regulatory requirements, industry trends, and customer and community expectations.
- Administers and oversees the translation of annual planning outcomes into priority planned actions, and deferring lower priority actions for future monitoring. Leads and supports tracking, reporting, and dashboarding of planned actions and sustainability metrics, in alignment with division, airport-wide, and city-wide goals.
- Identifies EMS training priorities and facilitates delivery and continuous review of EMS training content. This includes working with other DEN Environmental Subject Matter Experts (SMEs) to develop training content and with technology specialists at DEN to deliver the content in a variety of platforms.
- Builds and maintains relationships across Denver, across DEN, and with business partners to advance DEN’s EMS and environmental and sustainability requirements and expectations. Acts as a spokesperson across DEN and with business partners on EMS awareness and understanding. Proactively identifies DEN teams and business partners that would benefit from targeted outreach and awareness efforts, selects the most appropriate form of interaction with that team, and develops content for the specific circumstance in coordination with other Environmental SMEs, as appropriate. Functions as a main point of contact for environmental and EMS inquiries and an in-house expert on where in the EMS the responses can be found and considers new technology solutions to efficiently share EMS content with users.
- Plans and implements external certification audits and leads and executes internal audits and other performance monitoring activities. Functions as one of several environmental inspection and audit experts on the DEN team, with the ability to plan and execute larger compliance oversight and auditing processes and train and coach other members of the team.
- Prepares, and helps others on the team prepare, a variety of EMS performance documentation. Reviews and updates systems and standards for documentation, including within databases and software systems, and self-generated reports using common tools such as Microsoft Word and Excel.
- Identifies circumstances where the objectives, work plans, standards, procedures and priorities of the EMS should be revised, and develops modifications to continuously improve DEN’s EMS program.
- Manages contracts and task orders as assigned. Develops budgets and manages expenses, creates requests for proposals, negotiates and manages work, and ensures satisfactory contractor performance.
- Following training, functions as an Environmental SME on spill and release response and covers on-call shifts as part of the on-call spill and release rotation.
- Performs other related duties as assigned.

- Bachelor’s degree in Environmental Science, Studies or Sustainability, including Natural Resources, Chemistry, Biology, Geology, Engineering, Environmental Policy and other related fields.
- Direct experience with Environmental Management Systems designed in accordance with ISO Standard 14001:2015, or directly transferrable experience working with a diverse array of environmental and sustainability requirements and a system to align those with strategic business priorities and measure performance.
- Experience working across diverse teams supporting environmental and sustainability requirements for large, complex operations.
- Experience working with business partners in closely related operational roles on a common site, where alignment of operational practices and environmental controls is essential to mutual success.
- Experience with multi-disciplinary scientific principles in the practice of environmental management and sustainability.
- Knowledge of and experience with environmental and sustainability laws, regulations, procedures, and frameworks that are drivers for the content of DEN’s EMS, such as the Clean Air Act, the Clean Water Act, the National Environmental Policy Act, LEED, Envision, the Resource Conservation and Recovery Act, Petroleum Storage Tank Requirements, Solid Waste Requirements, spill and release reporting and response procedures, and Denver policies and ordinances.
- Demonstrated ability to use scientific and theoretical skills to evaluate environmental and sustainability issues and formulate and manage programs.
- Project and contract management experience sufficient to be able to identify the scope of a project, establish schedules, identify proper sequencing, administer execution, and manage a project budget and documentation.
- A proven ability to build and maintain effective internal and external working relationships across large and diverse teams with unique reporting structures.
- A readiness to strengthen a positive and respectful organizational culture.
- Education: Bachelor's Degree in Public Health, Environmental Science, or a related field based on a specific position.
- Experience: Three (3) years of professional experience conducting scientific research and/or analysis on a variety of environmental or public health issues as required by the specific duties assigned to the position.
- Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
- Licensure & Certification- requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
