ABOUT OUR TEAM
The Strategy & Evaluation (S&E) Department is a dynamic group of forward-thinking public servants responsible for the Library’s data infrastructure, strategic planning and program evaluation. We provide tools for strategic decision-making and turn data into insights - enabling our colleagues to address changing community needs by shifting resources, identifying efficiencies and reimagining library services. This team is situated in the Organizational Strategy & Development unit of the library and operates at the intersection of strategy and administration.
Our team office is located at the Central Library in downtown Denver; however, the nature of work is system-wide and often benefits from on-site meetings at DPL branch locations across the City.
ABOUT THE JOB
The work of the S&E Department is split into portfolios supporting either the internal or public facing functions of the library. Each portfolio is responsible for supporting their departments with effective implementation of the 2025-2030 Strategic Plan, conducting management and policy analysis, leading process improvement projects, evaluating existing and potential programs, facilitating performance measurement and supporting annual work-plan priorities. The Management Analyst Associate will be a key player in sustaining and implementing upon the library’s strategic initiatives and building strong interdepartmental relationships. The position will report directly to a Management Analyst Supervisor and receive project direction from the portfolio’s senior analysts.
Specifically, this team member will:
- Support evaluations for DPL programs and processes, including development of actionable financial/operational/policy recommendations.
- Incorporate current best practices into the evaluation and service delivery models of library programs and services, including community-based participatory research, culturally responsive or equitable evaluation, and trauma-informed best practices.
- Support operational performance measurement by improving/innovating collection, measurement methodologies and reporting processes.
- Develop charts, figures, and narrative for briefs and reports. Use Power BI to support departmental reporting and communication, which may include development and maintenance of dashboards.

We’re looking for someone who exercises humble inquiry, leads through influence and has some or all of the following skills and experiences:
- Strong interpersonal skills and knowledge of community-based participatory research, culturally responsive or equitable evaluation, or trauma-informed best practices.
- Experience with data collection methods, analysis, interpretation and presentation for both qualitative and quantitative information.
- Familiarity with leveraging tools such as Microsoft Excel, Power BI, or equivalent, to analyze information and identify trends.
- Excitement to learn and maintain up-to-date knowledge about best practices in community-driven and equitable analysis.
MINIMUM QUALIFICATIONS:
Education requirement: Bachelor's Degree in Business Administration, Public Administration, Management, or a related field.
Experience Requirement: Two (2) years of professional administrative and analytical experience which must have included analyzing management problems and recommending solutions.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Education requirement: Bachelor's Degree in Business Administration, Public Administration, Management, or a related field.
Experience Requirement: Two (2) years of professional administrative and analytical experience which must have included analyzing management problems and recommending solutions.
