As part of DOTI’s Planning team, the successful candidate will support the implementation of Denver Moves Everyone (DME), the city’s strategic transportation plan. Specifically, as the City Principal Planner, you will:
- Manage multiple complex planning projects simultaneously, all supporting the implementation of Denver Moves suite of plans, which collectively represent Denver’s vision for a better transportation future, including Denver Moves Everyone, Vision Zero Action Plan, Denver Moves Transit, Denver Moves Bicycles, and Denver Moves Pedestrians & Trails. Managing projects requires strong organizational and communication skills; effective scope, budget and schedule oversight; and frequent coordination with consultants, multiple DOTI divisions, City departments, external agencies and/or outside-jurisdictions.
- Implement the Safe System Approach by collaborating across agencies to identify transportation safety issues and develop solutions. This includes analyzing crash trends and other relevant data to systemically identify locations requiring street modifications and implementing necessary changes.
- Guide, review, and evaluate planning initiatives for complex and multifaceted development projects that are germane to the city or region, give advice and direction, and recommend modifications to plans and projects, and provide alternative solutions.
- Provide strategic safety planning advice on long-range and short-term planning initiatives; develop safety related policy and strategic alternatives regarding planning goals and make recommendations on highly visible or sensitive issues to planning staff, city officials, boards, commissions, the public, and other stakeholders.
- Direct the development of a comprehensive plan, specific city plans, and the development and implementation of planning standards and criteria, and develop City policy for the development, growth, land use, transportation, natural resources, housing, and utilization of resources.
- Serve as a technical safety and multimodal advisor and consultant to commissions, City officials, and other stakeholders on City goals, priorities, and regulations in the areas of land use, natural resources, conservation, municipal infrastructure, transportation, and the quality and livability of the City.
- Support Transportation Data Analytics, working with DOTI’s Travel Demand Modeling and Data Science Manager, supporting work to analyze transportation data and draw conclusions, including Location Based Service (LBS) data, traffic and freight data, Strava Metro bicycle data, Ridereport micromobility data, crash data, and other emerging data feeds.
- Conduct research at the industry, national, and state levels to identify best practices in traffic safety policies. This includes integrating proven innovative processes and technologies to enhance safety within workflows.
- Perform complex research and analysis on planning, design, and development issues; solicit information from the community to establish priorities, determine problems and develops proposals, and respond to community concerns by providing information and explaining the City’s role in addressing issues.
- Keep informed of new regulations, pending legislation, and planning trends that may impact City projects, policies, and processes.
- Coordinate effort to bring stakeholders together who have opposing views and interests to complete planning projects successfully.
- Grow and mentor teams. This position is classified to manage staff and may be afforded the opportunity to hire and manage staff, cultivating a team.

Our ideal candidate has some or all the following experience, skills, and characteristics:
- Master’s degree in City or Regional Planning, Transportation Engineering, Public Administration, Public Health or related field.
- Familiarity with the Safe System Approach, MUTCD, AASHTO, FHWA Proven Safety Countermeasures, PMI standards and/or NACTO design guidelines.
- Data Analytics Expertise. Experience developing AGOL tools showcasing data as well as data dashboards to summarize complex data to decision makers and clarify trends.
- Understanding of urban transportation planning and its relationship with transportation engineering in a large city urban environment.
- Experience with development, implementation and evaluation of Vision Zero projects, program and policies.
- Experience leading interdisciplinary teams in a matrix management structure.
- Excellent interpersonal and customer service skills including the ability to communicate effectively, both verbally and in writing.
- Efficiently demonstrates excellent time/work management skills.
- Problem solver that can envision various outcomes and plan accordingly to mitigate risky outcomes.
- Self-motivated and motivated to help others.
- Proficient in Geographic Information Systems (GIS), Microsoft Office, PowerBI, and Adobe Suite programs.
- Passionate about Multimodal Planning and Vision Zero.
- Education Requirement: Bachelor’s Degree in City or Regional Planning, Architecture, Landscape Architecture, Historic Preservation, Engineering, or a related degree.
- Experience Requirement: Six (6) years of professional planning experience.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
