The Department of Facility Maintenance, Storm Water Quality Division, located at Kapolei Hale, is hiring a Community Relations Specialist III. This position is under the general supervision and direction of the Program Administrator and Assistant Program Administrator of the Storm Water Quality (SWQ) Division with broad discretion and authority, to plan, direct, organize and coordinate various activities within the Public Education and Outreach (PEO) Branch consisting of community relations specialists and is responsible for the success of a number of highly complex public education and outreach functions and programs related to the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Storm Water Management Program.
Examples of duties of a Community Relations Specialist III, include but are not limited to the following:
- Plans, directs, organizes and coordinates branch related programs and activities; supervises Branch personnel.
- Develops annual branch budget, administers and monitors operating budget; administers and oversees program policies, rules and regulations, processes, and standard operating procedures.
- Coordinates and acts as primary liaison and contact by working with various agencies, community groups, key individuals and stakeholders, educators, businesses, contractors, developers, design professionals, and property managers in disseminating information through various media, including newspapers, TV, radio, and the www.stormwaterhonolulu.com website, social media; and other related forms of communication as required.
- Receives, responds and resolves public complaints about illegal dumping and discharges into the City’s streets and storm drainage system, including discharge of oil, trash, debris, hydraulic fluids and other pollutants that come into the division via the department’s website, Environmental Concern Line, 311 application, social media sites or other means of communication.
- Plans, directs, organizes and coordinates a number of complex to highly complex education and outreach activities and programs in coordination with other branches within the division in selected communities, watersheds and targeted industries involving Private and Non-Profit, Community-Based, Federal, State, and City agencies.
- Identifies, researches, applies and oversees with administering Environmental Protection Agency (EPA), National Oceanic and Atmospheric Administration (NOAA) and other Local, State and Federal grants funded projects of moderate to highly complex scope focused on education and outreach related activities towards improving water quality.
Special Working Requirements: Exposure to traffic hazards, climb into streams for sampling, moderate lifting and carrying of equipment (15-50 pounds); exposure and handling of chemicals and reagents; walking and climbing on uneven, obstructed and slippery surfaces such as platforms, stream beds, channels, drainage facilities and construction sites, etc. Enter sites for inspections, including, high to medium security areas for inspection of temporary and permanent treatment and source control systems during construction and post-construction phases of a project. Open storm drain utility covers, gratings and other storm drainage structures. May also require overtime work, including weekends, holidays and after-hours for investigations, field sampling and performing presentations to community groups and coordinating and scheduling public outreach events. The position requires the operation of a vehicle in order to perform fieldwork.

Minimum Qualification Requirements
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four year college or university with major work in business or public administration, the social sciences or a related field.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Three (3) years of general administrative experience, one of which shall have involved working for a community, civic, or similar service organization.
Applicable Skills:
- Knowledge of principles of organization and administration.
- Knowledge of public relations.
- Knowledge of government functions, programs, and services, and their local jurisdictional differences; and characteristics and peculiarities of the community served.
- Ability to plan, organize and coordinate activities of others.
- Ability to relate well to people and work under stressful conditions.
- Ability to evaluate effectiveness of program and recommend improvements.
Valid driver's license (Type 3/automobile), prior to appointment.
