Looking for a role where attention to detail and technical expertise make a real difference? The Liquor Commission is looking for a meticulous and tech-savvy individual to become a vital part of their team as a Liquor Commission Support Technician! Join us and play a key part in ensuring every commission meeting is captured and runs smoothly!

Duties and responsibilities of this position include but are not limited to:
  • Attending regular and special Commission meetings and executive sessions to take notes, record proceedings, prepare and distribute the Board Packet and adjudication folder to relevant staff as well as posting the Board Packet online for public inspection;
  • Preparing and testing audio/visual recording equipment for weekly commission hearings, performing pre-hearing tests on cameras and microphones, recording and exporting test videos to check audio/visual quality, adjusting microphone levels on the audio equipment mixer, setting up the public hearings room, and providing necessary documents and supplies for the Commissioners and key staff;
  • Attending commission hearings to operate audio/visual (digital) equipment, recording proceedings, and taking detailed notes. Using software to create recording sessions, switching between 'Live' and 'Private' modes during Executive Sessions, and entering data into the database, including agenda items, appearances, testimonies, discussions, votes, and decisions. Exporting data to create official minutes, ending recordings, and capturing key testimony and exchanges during adjudication hearings while also preparing post-hearing synopses for web posting;
  • Preparing and posting the official record of the commission hearing in compliance with Chapter 92, Hawaii Revised Statutes, and certifying the accuracy of the minutes. This includes summarizing the hearing from the audio/video recordings and notes, editing and exporting the video, uploading both the summary and video for archival purposes, and posting links to the agency’s website for public viewing. If the audio/visual file is corrupted, a complete verbatim transcription will be prepared and posted for public access as required by statute;
  • Preparing and posting the written public notice/agenda for commission hearings on the agency's electronic calendar, as required by Chapter 92, Hawaii Revised Statutes. This includes compiling references and reports on agenda items as instructed by the Liquor Control Administrator, Assistant Liquor Control Administrator, or Administrative Services Officer, and researching Commission files to gather necessary reports, records, and background data;
  • Assembling correspondence and reference materials for agenda items, and preparing individual folders for each Commission member in preparation for meetings. Maintaining a list of individuals requesting hearing notifications and ensuring timely mailing or emailing of public notices;
  • Composing letters, reports, and memoranda as required, including notifying applicants of actions taken by the Liquor Commission and informing them of required documents and steps for liquor license issuance;
  • Preparing public hearing notices after confirming all legal requirements are met, coordinating with the newspaper agency for timely ad publication, and determining the appropriate dates and frequency. Additionally, preparing letters to prospective licensees informing them of the requirement to mail hearing notices to property owners, lessees, and condo owners as required by law; and
  • Performing other related duties as required.

Special Working Conditions: Work schedule is from 7:45 a.m. until 4:30 p.m., with varying days off depending on work needs. Attendance at Liquor Commission hearings is required, which may occasionally extend into late afternoons or evenings (up to 6:30 p.m.), with compensable overtime. May also be required to work overtime, weekends, nights and holidays based on operational needs.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from high school. Responsible work experience that demonstrated the ability to perform the essential functions of the job may be substituted for education.

EXPERIENCE REQUIREMENT:
Three years of clerical experience, one of which shall have involved transcribing minutes of legal, board, or commission meetings, conferences, hearings and/or other similar proceedings.


Substitution: Business school or college level credits from an accredited four-year college or university will substitute for experience on a month-for-month basis for up to two years of general clerical experience. (Note: There is NO substitution for the one year of clerical experience which shall have involved transcribing minutes of legal, board, or commission meetings, conferences, hearings and/or other similar proceedings.)
