- Advises the Director, Deputy Director and other management on the processes involved in implementing new programs and/or modifying existing programs, to include developing justification to support the staffing resources, current expenses and equipment requirements for the new/changed activities, advising, assisting and/or preparing documentation, resolutions, bills, testimonies, and any other matter in support of new or modified programs, etc.

- Experience and ability to understand and manage fiscal and budget issues, including creating budgets and calculating expenditures, revenues, shortages, overages, etc.; reviewing, monitoring and identifying issues requiring management review; and developing tools for management to review long and short-range plans in consideration of organization's mission and function;
- Experience and ability to understand and manage personnel issues, including staffing, hiring, terminations, complaints, benefits, investigations, reorganizations, etc.;
- Managerial-level decision making to include providing step-by-step processes, laying out the pros and cons, and basing decisions on what's best for the organization;
- Excellent communication skills, including ability to speak in a clear and understandable manner and prepare written and visual materials to convey information effectively;
- Ability to establish and maintain cooperative and effective working relationships with departmental administrators and personnel, public officials, stakeholders, members of the general public, etc..
