The City and County of Honolulu's Department of Human Resources is looking for a Human Resources Specialist IV (Equal Opportunity Office) to independently perform a full range of assignments pertinent to ensuring the City and County of Honolulu is within compliance with equal opportunity, civil rights, public accommodation, and other applicable laws, rules, and regulations.
As a Human Resources Specialist IV, your duties will include, but are not limited to:
- Planning, developing, coordinating, monitoring, implementing, and evaluating activities ensuring non-discrimination and equal opportunity.
- Conducting investigations in response to complaints of discrimination, civil rights violations, or other misconduct.
- Performing research, conducting fact-finding interviews, reviewing evidence relevant to issues being investigated, compiling and analyzing statistical and other data, preparing reports of investigations, makes recommendations based on investigative findings.
- Providing advice and assistance to management in interpreting laws, rules, regulations, and policies.
- Developing, evaluating, and conducting and/or coordinating briefings and training programs regarding laws, rules, and policies addressing civil rights.
- Reviewing new or modified federal laws, rules and regulations, and State statutes to determine their impact on City programs, policies, procedures, practices, etc.
- Assisting in developing policy and procedures in accordance with applicable federal and State laws, rules, and regulations.
- Performing other related duties as required.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four year college or university with a bachelor's degree.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. EXPERIENCE REQUIREMENT:
Two (2) years of progressively responsible professional (post-Bachelor's degree/non-clerical) experience involving ensuring an organization’s compliance with laws, rules and regulations, receiving or identifying problems/complaints, conducting fact-finding inquiries/investigations, searching reference materials and/or researching and drawing conclusions from results of fact-finding and research, preparing detailed written record of work performed and/or preparing detailed and complete written reports; OR three (3) years of progressively responsible professional (post-Bachelor's degree/non-clerical) human resources management work experience.
The human resources management experience must have demonstrated knowledge of the principles of public human resources administration; basic principles relating to organization and management; local and State laws, rules and regulations, and contractual provisions governing public employment; methods and techniques for evaluating and analyzing facts, information and issues to resolve problems; report and letter writing; research and statistical methods and techniques; interviewing principles and techniques; various kinds of occupations and the sources of occupational information; and the principles, concepts and processes applicable to Equal Opportunity.
Substitution: A Master's degree in Human Resources Management, Business Administration or Public Administration from an accredited college or university may be substituted for up to one (1) year of the professional human resources management work experience.

NON-QUALIFYING EXPERIENCE: Most work experience in a supervisory or managerial position includes responsibility for human resources functions. However, if the primary responsibility of the position is not concerned with professional human resources management work, such experience is not considered qualifying.
Clerical or technical experience in a human resources management program involving work that is limited to the application of human resources management rules, regulations and procedures in support of the human resources management functions, is not qualifying.
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
