The Department of Budget and Fiscal Services, Accounting Division, is hiring for a Pre-Audit Clerk II position in Honolulu. This position is responsible for independently preparing and pre-auditing payrolls and payroll source documents for the City and County of Honolulu Human Resource Management System (CHRMS).
Duties and responsibilities include but are not limited to:
- Pre-audits and processes a variety of vouchered or payroll claims against the City and County.
- Examines for legally, correctness and completeness, various pay source documents transmitted by agencies such as the Payroll Time and Attendance (PT&A) Report, pay assignment forms, Forms W-4, bond applications, health fund enrollment forms, and other similar source documents.
- Performs post-audit review of payroll output, checking online pay history screens against source documents. Must assure that payroll payments are correct prior to the release of the Payroll. Paycheck are otherwise pulled.

EDUCATION REQUIREMENT:
Equivalent to graduation from high school. Responsible work experience which demonstrated the ability to perform the essential functions of the job may be substituted for education.
EXPERIENCE REQUIREMENT:
Four (4) years of clerical experience, two (2) of which shall have involved purchasing, payroll, account record keeping, the preparation and processing of vouchers and statements, or similar activities.
Such experience must have demonstrated knowledge of claims pre-auditing procedures; record keeping and filing methods and systems; the use of standard office machines, and the ability to pre-audit claims; make arithmetical computations; compare names and numbers; keep records and prepare simple reports; work harmoniously with others; etc.
Examples of Qualifying Experience: Payroll Clerk, Accounting Clerk, Accounts Payable Clerk
Substitution: Business school or college will substitute on a month-for-month basis for up to two years of the general clerical experience. There is no substitution for the two years of experience requiring purchasing, payroll, account recordkeeping, preparing and processing of vouchers and statements or similar activities.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
