The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco : health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description

The DPH Kaizen Promotion Office Director (KPO Director) has operational, development and oversight responsibilities to the Kaizen Promotion Office (KPO) specialists, fellows, and students. The KPO Director functions as part of the DPH KPO team coaching KPO specialists in lean principles, developing lean skills in daily management, continuous improvement, and the use of data for improvement. Under the direction of the Chief Performance Innovation, the KPO Director provides thought leadership in the transformation approach, and applies and implements lean management principles and behaviors. The KPO Director works effectively across the department to create and promote a culture of continuous improvement.

Under direction of the Chief of Performance Innovation, the DPH Kaizen Promotion Office Director (0932 Manager IV), performs the following essential job functions :

  • Serves as an expert in the transformation approach; provides thought leadership, applies and implements lean management principles department-wide by developing and deploying standards and methodologies to assure long-term impact.
  • Develops and designs a daily management system (DMS); deploys corresponding training plan and provides coaching of unit teams and leaders in implementation.
  • Supports department in the execution of strategic priorities and projects through use of lean methodologies and principles.
  • Supports, develops, and challenges management teams across the department in setting qualitative and quantitative targets for improvements for the department’s True North.
  • Establishes and oversees a lean leadership fellows program to spread lean principles and concepts across the department.
  • Defines core competencies and skillsets and tracks achievements for fellows, managers and supervisors, KPO specialists, and other experts.
  • Supervises KPO leaders and specialists assigned to the KPO, developing them to become lean trainers and coaches.
  • Organizes and supports the development of KPO and lean specialists across the department, developing a certification process to build capacity for a culture of continuous improvement.
  • Collaborates with executive and department directors to develop curricula for leadership training for managers and supervisors.
  • Facilitates events, seminars, conferences and / or trainings in collaboration with the KPO and training facilitators.
  • Prepares the budget and justification for the costs of specific training and grant programs.
  • The DPH KPO Director (0932 Manager IV) may perform other duties as assigned or required.

    Qualifications

    Required Minimum Qualifications  (all applicants must verify that they meet both elements below) :

    Education : Possession of a baccalaureate degree from an accredited college or university; AND

    Experience : Five (5) years of professional experience implementing performance improvement methodologies, which must include three (3) years of experience supervising professionals

    Education Substitution : Additional qualifying experience may substitute for up to two (2) years of education on a year for year basis. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester units / 45 quarter units.

    Note : One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

    DESIRABLE QUALIFICATIONS : The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring :

    Supplemental Questionnaire (SQ) (Weight : 100%) : Candidates who qualify will be invited to participate in a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job-related areas which may include but not be limited to : knowledge of performance improvement methodologies and lean management systems; knowledge of leadership development, lean behaviors, and behaviors; training, coaching, and program development skills; and ability to develop strong working relationships with executive leadership and front line staff.

    The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses.

    Candidates must achieve a passing score in order to continue in the selection process. Candidates will be placed on the confidential eligible list / score report in rank order according to their final score.

    Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
