Job Description

The DT Project Management Office (PMO) oversees a portfolio of 100 IT projects, leading critical initiatives that modernize IT infrastructure and applications. Our focus includes AI adoption, cloud transformation, business automation, case management, CRM, data management and data lakes, collaboration tools, network and voice modernization, data center optimization, wireless access, public safety radio, cybersecurity, IT resiliency, and service management.

We are seeking an experienced IT Project Manager to drive complex, mid-to-high impact projects that support the City’s growing business and technology needs. You will lead cross-functional teams to deliver projects that enhance services for residents, increase productivity, improve security, drive innovation, and reduce costs .  As an IT Project Manager, you will collaborate closely with business and technology stakeholders, leadership, vendors, and team.  We are looking for a candidate with the following attributes :

  • Excellent verbal, written, and interpersonal communication skills, with the ability to present complex information to both technical and non-technical audiences.
  • Strong leadership in a matrixed environment, motivating teams and fostering collaboration to achieve project goals, while managing multiple tasks, activities, and projects.
  • Skilled at building consensus, influencing stakeholders, and driving decisions through effective communication and relationship-building.
  • Proficient in change management, conflict resolution, and delivering solutions to overcome project delays and challenges.
  • Ensure projects align with strategic objectives, translating goals into actionable plans, prioritizing work, and conducting gap analyses as needed.
  • Develop and manage business cases, project charters, schedules, budgets, and staffing plans for complex, mid-to-high cost, multi-year, and mid-to-high risk IT projects. Experience identifying and managing risks, issues, critical path and project changes.
  • Proven ability to lead cross-functional high budget projects to successful outcomes, driving measurable improvements, stakeholder engagement, and value delivery.
  • Experience with project financial principles, including budget management, procurement processes, drafting RFPs and contracts, vendor evaluation, and managing third-party consultants.
  • Generate data-driven project reports, providing ongoing statistical updates on project performance and progress.
  • Strong decision-making skills with sound judgment in project execution and resource allocation.
  • Utilize portfolio and project management tools, processes, and methodologies to manage complex timelines and resources.
  • Prepare and present project updates, reports, and recommendations to leadership, committees, and client departments.
  • Maintain relationships and collaborate with other City agencies and external stakeholders.
  • Mentor and coach junior project staff as needed.
  • Demonstrates accountability, ownership, and a results-oriented mindset, with strong attention to detail.
  • Fosters a feedback-driven culture, promoting professional ethics, transparency, and integrity.
  • May serve as a Disaster Service Worker, as required.

Appointment Type

Temporary Exempt (TEX), Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.

Work Location

Incumbent will conduct the majority of work at the Department of Technology, (1 S Van Ness, Ave San Francisco, CA 94103).  However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

Nature of Work

The incumbent must be willing to work on-site at our San Francisco office in person four (4) days a week and one day remote as determined by the department. Travel within San Francisco may be required.

Qualifications

A Bachelor's Degree in Computer Science, Information Technology or other related field and two years of experience implementing and managing integrated information systems projects, OR six (6) years of experience implementing and managing integrated information systems projects.

Desirables Education / Training / Certs, Experience and Skills

  • Four (4) years or more of verifiable experience as a Project or Program Manager, leading enterprise-wide IT projects within a mid-to-large organization.
  • Current Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Agile / Scrum Master certification, or equivalent.
  • Familiarity with project financial principles and procurement processes, including drafting RFPs, vendor evaluation, and contract management.
  • Possession of Information Technology Infrastructure Library (ITIL) certification or LEAN certification.
