The department is divided into four divisions – operations; building design and construction; infrastructure design and construction; and finance and administration. The Director’s Office provides external and internal communications, policy direction, government relations and emergency management. The Public Works director reports to San Francisco’s City Administrator and the Mayor.

Street-use and Mapping
Ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the
use of the public right of way.  The bureau also collaborates on the development and execution of citywide initiatives to help businesses thrive and to activate shared public spaces. In addition, the bureau provides surveying services and maintains the official map
of the City and County of San Francisco.

Job Description

The Bureau of Street Use and Mapping is responsible for the management and permitting of the Shared Spaces Program, a newly legislated program established by the Mayor and Board of Supervisors to provide a streamlined permit process for San Francisco businesses, arts and culture organizations, and others to use curbside, sidewalk, full-street spaces, and open lots for local business activities. The program creates a permitting process for businesses to apply for a Shared Spaces permit on a sidewalk, in a curbside lane, roadway, private property, or pop-up entertainment through a single easy-to-use application portal. The Department of Public Works is tasked with intaking, reviewing, and processing all Shared Spaces applications for the sidewalk , curbside lane, and roadway. The Department of Public Works is the lead agency coordinating all required approvals from City agencies within 30 days of submission an application. The Shared Spaces program is estimated to receive approximately 1700 applications under the Shared Spaces Program.

Job Duties:

Review permit applications for permit requirements such as: $25,000 bond requirements, Certificate of Insurance compliance, certification of authorized agent, mailing & posting requirements, commercial occupancy and authorizations, and work with plan checkers on coordinating general street & sidewalk work. Checks plans within the public rights-of-way for compliance with applicable codes, approve permits for commercial permits, uses and other authorizations, make corrections and revisions to plans where necessary. Read, review, interpret, and recommends revisions to comply with the Americans with Disabilities Act and California Title 24. Communicates with architects, engineers, building contractors, business owners, complainants, other city agencies and the general public to explain code requirements and discuss compliance of a particular project. Makes presentations to boards, commissions, hearing officers, developers, and various community groups. Recommends administrative penalties, as necessary. Drive to meetings and job sites to inspect installations, permit compliance, and coordination with inspectors. May provides depositions or testify in court. Coordinates and facilitates meetings, conferences, and hearings. Complete other related duties as required

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university; AND one (1) year of professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration; OR

2. Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, public policy or a related field.

SUBSTITUTION: May substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units

Additional Information

Salary: $68,562- $83,356 annually

Appointment Type: Temporary-Exempt. The San Francisco Public Works Department has an opening for an exempt appointment in San Francisco. The position is excluded by the Charter from competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer. This position has an anticipated duration of up to three (3) years.
