THE BENEFITS OF JOINING OUR TEAM: The Human Resources and Risk Management team has 12 employees. The HR Division provides HR services to over 900 employees. Our office is small but active: no one has ever complained of being bored here! WORKING HOURS AND LOCATION: The incumbent of this position will work downtown in the City Hall building with a view of Marine Park and the channel. The general work schedule assigned to this role will be Monday through Friday from 8:00 a.m. – 4:30 p.m. We offer our employees the choice of free parking in the Marine Way parking garage, or a bus pass. We make efforts to allow flexibility for our team members when at all possible. Our work is regularly performed in our physical office location, however, members of our team are able to take advantage of a hybrid work arrangement. We would consider allowing eligible employees to work from home two days a week in accordance with CBJ Working Away From the Worksite policy.

Typical Responsibilities

If you are selected for this position, you will perform a wide variety of human resource tasks, including working in partnership with supervisors and managers to enhance our workplaces and make CBJ an employer of choice in our community.

Our HR Consultants provide a valued service working in the areas of employee relations, labor relations, employment law, classification and compensation, recruitment, selection, and training (check out our web page: https://juneau.org/human-resources). Examples of work conducted in this position include the following:

  • Reviews and screens applications for employment on the basis of experience and training.
  • Writes clear, complete, accurate, and logical reports, specifications, test items, and documentation.
  • Provides consulting services to departments; reviews and/or audits departmental personnel actions to ensure compliance with established procedures, contract provisions and Personnel Rules.
  • Develops statements of objectives, explains issues, makes recommendations to improve management practices, and acts as an advisor.
  • Advises supervisors on work performance problems and issues.
  • Performs research studies on various personnel topics and reports findings in writing.
  • Conducts position audits and prepares written reports on findings.
  • Conduct investigations into employee conduct and facilitate the disciplinary process with supervisors, managers and union officials, draft investigative findings.
  • Prepares new or revised class specifications; determines FLSA and bargaining placement.
  • Provides classification, compensation and benefits information to other organizations.
  • Interviews job applicants; participates in and advises interview panels.
  • Investigates formal and informal grievances, EEO, and citizen complaints.
  • Assists in preparing training materials and organizing City-wide training programs.
  • Researches and drafts responses to union grievances and appeals; performs investigation of employee complaints, acts as an advisor to managers concerning routine disciplinary matters.
  • On a daily basis uses a variety of computer systems to perform work or research issues. Examples include, Infor Lawson HR system, UKG timekeeping, UKG Family leave tracking, NEOGOV recruitment applicant tracking, and Microsoft office suite (365).
  • Works as a subject matter expert in various HR systems to develop and implement procedures and processes. This includes providing quality control, guidance, and communication to internal staff and external staff regarding records processing.
  • Develops informational materials for use by managers, supervisors, administrative personnel, and employees. Develops curriculum, prepares visual aids, and presents training on human resources management practices and policies.
  • Other related duties as assigned.

Minimum Qualifications

Education: A four-year degree from an accredited college in human resource management, public or business administration, the social sciences or related field.

Education substitution: Journey-level human resource experience in specialized areas of HR, labor relations, employee development, position classification, EEO or employee selection process may substitute for the education on a year-for-year basis.

AND

Experience: One year of journey level professional human resource experience as an HR Consultant I or equivalent elsewhere; OR two years of professional level administrative experience of which a substantial part of the duties involved human resource work.

“Human resource” includes experience in classification and compensation, recruitment and selection, employee and labor-management relations, employer provided benefit programs, personnel and payroll, employment law compliance, and employee training. Supervision of subordinate employees does not in itself constitute human resource work.

Other: A valid Driver’s License at time of appointment and for continued employment.
