The Outreach and Intake Specialist coordinates bi-weekly and/or monthly community outreach events targeting families and individuals who are at risk of eviction, and facilitates the screening and intake process for eligible households enrolling in the Coordinated Eviction Prevention System (CEPS) program. The Outreach and Intake Specialist implements motivational interviewing and trauma-informed care practices to effectively connect with clients and gain a comprehensive understanding of their eviction risk. This approach allows for customized referrals, which may involve legal services and/or wrap-around case management services offered by a community partner agency. This position works closely with a full-time Outreach and Intake Specialist as well as the Eviction Prevention System Navigator to manage urgent referrals and track client progress toward housing stabilization.

 


Main Responsibilities/Duties

  • Organize and facilitate regular (e.g., bi-weekly or monthly) community outreach events throughout the County of San Diego

 

  • Administer a pre-developed eviction screening tool to identify eligible households to enroll in the Coordinated Eviction Prevention System (CEPS) program

 

  • Engage prospective clients with motivational interviewing and trauma-informed care practices to conduct initial intake, confirm program eligibility, provide on-going outreach, and set up easily accessible meetings for enrolled households (e.g., in-person appointments at the client’s home, City Heights CDC office, or other community locations and/or virtual meetings)

 

  • Accurately complete, distribute, and track screening applications and referrals to programs/services in a timely manner

 

  • Collaborate with CEPS staff members and community partners to continuously improve program processes and services, thereby informing enhancement of program design and effectiveness


  • Actively participate in and contribute to program-related meetings, collaboratives, and coalitions, to include monthly meetings with the CEPS program team and the County, as well as with subcontractor teams as necessary


  • Other tasks as assigned by Senior Program Manager of City Heights CDC’s Eviction Prevention Program



Qualifications


  • Commitment to the mission of the organization
  • Bachelor's degree or commensurate work experience in social work, housing, or other related field
  • Experience providing case management services to underserved populations experiencing complex health, behavioral health, economic and/or educational barriers
  • Strong foundational knowledge of the eviction process in California, as well as general knowledge of the tools, local resources, and services available to prevent evictions
  • Ability to demonstrate knowledge of trauma-informed care and practices
  • Demonstrated relationship-building skills; possessing solid judgment, critical thinking skills, and a sense of teamwork and community
  • Access to reliable transportation and willingness to use it for job-related tasks (e.g., in-person appointments at the client’s home, City Heights CDC office, or other community locations)
  • Customer-service oriented with strong oral and written communication skills
  • Ability to work evenings and/or weekends occasionally to accommodate regularly scheduled community outreach events and client intake meetings
  • Experience maintaining timely and accurate case files and compiling statistical data on a monthly basis
  • Ability to work both independently and collaboratively as necessary
  • Ability to accurately represent the organization and maintain positive working relationships with the general public, clients/households served, funding entities, governmental agencies, etc.
  • High proficiency in Office, Salesforce, and openness to learn other data enhancement tools
  • Preferable - Ability to speak and write in a second language other than English (Spanish, Somali, Swahili, Arabic, Vietnamese, or other language)


Hours and Compensation  

  • 40 hours per week, non-exempt
  • Hourly Range: $26-31/hr depending on experience.
