Description
The Civil Engineer I performs entry-level professional civil engineering assignments;assists in planning, coordinating, and conducting the design and construction of street, park, utility and other public works projects and programs, and prepares plans, specifications and estimates (PS&E). Responsibilities may include mapping, permitting and archival functions, and assisting members of department staff on various projects and day-to-day activities.Contract administration duties such as responding to complaints from residents, locating parts for contractors, inspecting work in progress, reviewing contractor invoices, or negotiating change orders.
The Civil Engineer II performs a variety of professional civil engineering assignments related to the design and construction of street and bridge improvements, storm and sanitary sewer systems and traffic systems. Coordinates the work of engineering staff as relates to assigned engineering projects.
Examples of Duties
Civil Engineer I Conducts or directs the preparation of studies and preliminary field surveys in preparation for design and construction of public works projects; may serve as survey party chief or coordinate the work of survey crew members.
Provides project management of public works maintenance or construction projects, including preparing or overseeing the preparation of specifications, cost and quantity estimates, as well as design of projects such as street, bridge and sidewalk improvements or storm and sanitary sewer systems. Maintains oversight of the construction process.
Provides technical and professional engineering support services relative to assigned area of responsibility; provides assistance to construction inspectors in the interpretation of plans and resolution of problems during construction; reviews as-built plans to ensure compliance with original plans and specifications.
Directs field crews engaged in taking soil samples and making field and laboratory tests of soil profiles and prepares reports of soil investigations.
Ensures the projects performed by contractors are performed in accordance with contractual documents. Performs computations and drafting to translate contract plan information into construction requirements. Prepares records and reports to document and track project activities and costs.
Reviews progress payments for contractors; prepares change orders, revisions, project-related correspondence and project-related control data. Maintains records of daily quantities and measurements taken from inspection reports.
Prepares design reports for matching funds and cooperative contracts with federal, state and county governments.
Identifies traffic-engineering problems; devises procedures for evaluation; conducts traffic engineering studies and prepares recommendation for changes.
Enters "as-built" information to office plans.
Interacts with the public and other staff needing information or explanations of technical public works procedures or data.
Prepares plans, specifications, cost and quantity estimates, and bid procedures for public works constructions projects.
Determines steps to be taken to process a project; prepares estimates as to time needed; schedules and coordinates the acquisition of data; coordinates the completion of designs in accordance with established schedule; conducts site inspections and evaluations as necessary.
Coordinates and prioritizes design projects with other City departments, County and State highway departments and other relevant agencies or parties.
Ability to adapt to rapidly changing priorities and workload demands.
Civil Engineer II Provides project management of public works maintenance or construction projects, including preparing or overseeing the preparation of specifications and cost and quantity estimates, the design of projects such as street / bridge improvements and storm and sanitary sewer systems; and oversight of the construction process.
Oversees project construction to assure work is performed in accordance with plans and specifications; monitors and coordinates construction engineering activities; maintains field records, prepares progress estimates and change orders, develops budget projections and directs field technical personnel.
Conducts or directs the preparation of studies and preliminary field surveys in preparation for design and construction of public works facilities such as roadways, bridges, solid waste sites and drainage improvements.
Directs the site inspections of construction work to verify quality of installations and coordinate timely and quality completion for acceptance; monitors contractor progress and schedules quality assurance tests and materials approvals.
Perform contract administration for federal and state funded Public Works projects including; preparation of project prospectus and local agency agreements, recommendations for improvements, estimates for required quantities, project cost estimates and other relevant data.
Researches, analyzes and resolves engineering problems on City construction projects.
Prepares grant applications and administers approved grants to assure compliance with funding requirements.
Coordinates and reviews the work of other engineering staff as it relates to assigned construction projects; provides training in related work as required.
Prepares and reviews reports related to engineering assignments.
Performs other related duties as required.
Typical Qualifications
Civil Engineer I
Knowledge of : principles, practices and methods of civil engineering, including roadways, hydraulics and structures; construction methods and equipment. Arithmetic, geometry, calculus and engineering formulas; surveying principles and practices; materials selection and testing, and computer aided drafting with AutoCad and other software.
Ability to : collect and interpret field data used for the design and maintenance of public works improvements; prepare engineering plans, specifications and estimates; inspect and appraise the condition of public works structures; understand and interpret written and oral directions, maps, plans, drawings and specifications. Plan, schedule and coordinate work assignments. Perform skilled computerized and mechanical drawing or surveying and related computations, depending on area of assignment; work independently and organize workload; prepare clear and concise records, reports and files; physical ability to perform surveying work or field observations in varying weather conditions and terrain.
EDUCATION AND EXPERIENCE :
Experience, education, or training which provides the level of knowledge, skill and ability equivalent to :
Bachelor's Degree with major study in civil engineering and Washington State Registration as Engineer-in-Training or higher with experience as an engineering intern.
LICENSES, CERTIFICATES & OTHER REQUIREMENTS :
Valid WA State Driver's License.
Professional designation as an Engineer in Training (EIT), as designated by the National Council of Examiners for Engineering and Surveying (NCEES).
Civil Engineer II
Knowledge of : principles, practices and methods of civil engineering, including roadways, hydraulics and structures; construction methods and equipment. Arithmetic, geometry, calculus and engineering formulas; materials selection and testing; surveying principles and practices; applicable laws and codes relating to the development and construction of public works projects.
Ability to : collect and interpret field data used for the design and maintenance of public works improvements; prepare engineering plans, specifications and estimates; gather, analyze, synthesize and evaluate a variety of engineering data including statistical data; read, interpret and apply federal, state and local laws, rules and regulations governing area of assignment; establish and maintain effective working relationships with associates, representatives of other organizations and the general public; communicate effectively both orally and in writing; prepare a variety of correspondence, reports and other written documents.
EDUCATION AND EXPERIENCE :
Experience, education or training which provides the level of knowledge, skill and ability equivalent to :
Bachelor's Degree with major study in civil engineering and Washington State Registration as Engineer-in-Training Certification or higher.
LICENSES, CERTIFICATES & OTHER REQUIREMENTS :
Valid WA State Driver's License.
WA State registration as a Professional Engineer - or the ability to obtain within two years.
