JOB SUMMARY

This position is responsible for Fire and Emergency Medical Services training for all Fire and EMS employees.

MAJOR DUTIES

· Direct oversight of Firefighter/EMT Recruits and Paramedic students.

· Manage training records management system and create ISO compliant records and reports.

· Coordinates with operations and prevention staff for planning, organizing, scheduling, directing and instruction training programs for EMS/Fire personnel and community.

· Develops, leads, participates, instructs, and manages curriculum of Paramedic, Emergency Medical Technician, Fire Fighter, EMT Recruit Trainee, special rescues, USAR, and hazmat.

· Provide curriculum planning, instructional development, implementation and evaluation of EMS/FF programs and training.

· Responsible for accurate record keeping of training/education of participants and responsible for ensuring the training, education and program standards are practiced and meet or exceed national industry accreditation process for all employees.

· Responsible for establishing and maintaining the paramedic accreditation process; maintain compliance with National Registry, American Heart Association, etc.

· Develop, implement and record assessments of participant’s progress in achieving acceptable program requirements.

· Perform participant support activities and scheduling for tutoring, clinical visitations, field internships and guest interns.

· Responsible for keeping current and up to date on new developments in EMS, firefighting methods, training and activities. Ensure compliance with state, federal and municipal regulations.

· Trains other city employees and coordinates general public training in medical and first aid response as identified by their respective needs.

· Assists in writing and editing fire department policies and procedures with regards to training, education and safety; Assists and coordinates EMS and firefighting programs for continuing education.

· Develops training budget and monitors budget expenses.

· Required to perform all Firefighter/Paramedic duties.

· Respond to incidents upon request of Incident Command (IC) and to perform within ICS as directed by the IC.

· Establish and maintain good liaison with employees, other departments and administration.

· Coordinate and supervise EMS instructors to ensure they are qualified and have required certifications, material and equipment.

· Ensures that the AHA/American Red Cross/NAEMT CTC training site requirements are met.

· Coordinate with the EMS Section Chief to ensure nationally recognized courses – AMLS, EPC, PHTLS, ACLS, PALS and CPR instructors are certified and maintain their certifications.

· Coordinate department wide training for EMS, Fire, USAR, Hazmat, etc. with EMS Coordinator and Battalion Chiefs to meet the goals of the department.

· Enforces city and department rules and regulations.

· Trains, assigns, directs, schedules, supervises, evaluates, and disciplines the work of personnel.

· Oversee state and federal EMT/Paramedic training grant funds.

· Maintain and instruct American Heart Association and NAEMT certifications and courses.

· Performs related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

· Knowledge of effective methods of firefighting, EMS, rescue essential to emergency rescue and firefighting.

· Knowledge of current EMS and firefighting techniques, procedures, and methods to ensure compliance with federal, state, local and industry requirements.

· Skill to effectively promote, organize and instruct EMS and firefighting methods to large and small groups.

· Skill to maintain written records of training to ensure compliance and/or accreditation.

· Skill to develop and update training/education curriculum.

· Ability to perform all Firefighter/Paramedic duties.

· Knowledge of modern emergency response techniques and equipment.

· Knowledge of city streets, geography and landmarks.

· Knowledge of the Incident Command System.

· Knowledge of department and city policies and procedures, and federal, state, and local laws and regulations.

· Knowledge of hazardous materials identification and incident mitigation standards.

· Knowledge of computers and job-related software programs.

· Knowledge of the capabilities and uses of emergency vehicles and equipment.

· Skill in operating emergency vehicles and equipment.

· Skill in the management and supervision of both routine and emergency situations.

· Skill in the analysis of problems and the development and implementation of solutions.

· Skill in the preparation of clear and precise administrative reports.

· Skill in the use of radio/communications equipment.

· Skill in planning, organization, and decision-making.

· Skill in public speaking and public relations.

· Skill in oral and written communication.

SUPERVISORY CONTROLS

The Fire Chief assigns work in terms of Training Section Chief and department goals and objectives and reviews work through conferences, reports, and observation of Training Section Chief activities.

GUIDELINES

Guidelines include city ordinances, state and federal laws, fire codes and standards, city personnel policies, department rules and regulations, and national standards and training guidelines. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

· The work consists of varied supervisory, management, and technical duties. The necessity of supervising and participating in work performed in life-threatening situations contributes to the complexity of the work.

· The purpose of this position is to provide Fire and Emergency Medical Services training to all Fire and EMS employees. Successful performance provides protection for life and property and contributes to community well-being and customer satisfaction.

CONTACTS

· Contacts are typically with other emergency services organizations, law enforcement personnel, state and federal agencies, trainees, and the general public.

· Contacts are typically to give or exchange information, resolve problems, provide services, and motivate personnel.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

· The work is typically performed while sitting, standing, stooping, walking, bending or crouching. The employee climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

· The work is typically performed in an office, except while at fire or other emergency scenes. The employee may be exposed to machinery with moving parts, irritating chemicals, extreme temperatures, hazardous situations, and inclement weather. The work requires the use of protective clothing and devices.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

The position has direct supervision over assigned personnel.

MINIMUM QUALIFICATIONS

· Knowledge and level of competency commonly associated with the completion of a baccalaureate degree or equivalent in Paramedicine, Fire Science, Emergency Medical Services, Nursing, etc. and six (6) years of experience in fire service field, two (2) of which must have been in a supervisory capacity at the rank of Lieutenant, or an acceptable equivalent combination of education, training and experience.

· Experience is sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with six (6) years of experience or service.

· Must have Firefighter I and II certification, National Registry Paramedic (NR-EMT-P); Fire Instructor Certification, and ACLS Instructor. Must be licensed in the state of South Dakota as a Paramedic.

· Must obtain AMLS, EPC, PHTLS, ACLS, PALS and CPR instructor certifications within one (1) year.

· Must obtain AHA Training Center Faculty Certification within one (1) year.

· Must hold current Instructor/Coordinator certification by the State of South Dakota.

· Posses and maintains a valid South Dakota driver’s license.

· Must not smoke or use any type of tobacco products in any form on or off duty.

· Must pass annual medical exams and Individual Physical Ability Testing (IPAT).

· Ability to meet current requirements set forth by the National Fire Protection Association and the South Dakota Firefighter’s Association.

RESIDENCY

· Must reside within a 20-mile radius of Aberdeen City Hall. The City Manager, in his or her sole discretion and upon conditions he or she deems appropriate, may approve a written request to reside not more than thirty (30) miles from Aberdeen City Hall.
