GENERAL DESCRIPTION Under the general supervision of the Division Manager – Airport Operations, responsible for leading and participating in Aircraft Rescue Fire Fighting (ARFF) operations, including all emergencies that occur on Airport property and other response areas as authorized by the Director of Transportation Services until relieved by more senior officers. Responsible for the direct leadership and oversight of the assigned shift’s scheduling, payroll timekeeping, training, duty assignments, station and equipment housekeeping, routine maintenance, and inspections and reporting. Maintains continuous compliance with the Airport Certification Manual, Airport Emergency Plan, and Airport Security Program., and all relevant regulations, including 14 Code of Regulations (CFR) §139, §77, §1520, §1540, and §1542. SUPERVISION EXERCISED Directly supervises, trains, and assigns duties to Airport Operations Officer Trainee I/II staff members. Assumes general duties of the Division Manager – Airport Operations in their absence. Acts as Incident Commander when the first senior officer to respond to an aircraft emergency. IMPORTANT AND ESSENTIAL DUTIES Plan, perform, and delegate duties required to maintain compliance with 14 CFR §139, §77, §1520, §1540, and §1542, including airfield self-inspections, security compliance, foreign object debris (FOD) removal, wildlife hazard management, issuing Notice to Air Missions (NOTAMs), issuing work orders, fuel farm and mobile fueler inspections, CCTV system monitoring, stormwater runoff collection, etc. Proactively assist the Division Manager – Airport Operations with the day-to-day operation of the aviation division and assigned shifts. In the absence of the Division Manager – Airport Operations, this position is responsible for and takes a lead role in ARFF, Airfield, and Security operations and assists with coordinating mutual aid efforts in emergency situations. Ensures Airport and Tenant compliance with the Airport Security Program, Airport Certification Manual, Airport Emergency Plan, Wildlife Hazard Management Plan, and Storm Water Pollution Prevention Plan. Prepares and maintains all records necessary for local, state, and federal regulations. Responsible for leading and documenting practical and academic training for their assigned shift. Provide training for airport staff and stakeholders, such as new hire training, WHMP training, SICP training, Part §139 training, airfield drivers training, authorized signatory training, etc. Performs required security procedures and ensures the airport’s compliance with §1542 and the Airport Security Plan, this includes conducting perimeter fence inspections, reviewing/monitoring CCTV, responding to security alerts and emergencies, proper and prompt notifications, and conducting badge audits and checks. Conduct accurate surface observations during snow events. Effectively use the RCAM matrix and NOTAM system to communicate airport conditions to airport stakeholders. Operate and instruct others to safely operate vehicles and equipment, including ARFF apparatus, zero-turn mowers, tractors, airfield sweepers, and snow removal equipment. Monitor daily airport activity to identify and respond to operational issues impacting safety, security, efficiency, customer service, or regulatory compliance, such as diversion events or fuel spills. Provide excellent customer service and perform job duties to meet or exceed organizational requirements and standards. OTHER JOB-RELATED DUTIES Perform light maintenance and custodial duties, such as washing vehicles, changing Station HVAC air filters, changing airfield light bulbs, cleaning the station, and doing light yard work, such as mowing and weed eating. In the absence of Airport Management, ensures public safety and convenience for all airport users, prompt notification to Airport Management of situations that may cause risks or difficulties to airport users or threaten compliance with regulations or laws, or otherwise, in good judgment, may be of interest to Airport Management. Special projects will be assigned. Perform other job-related duties and responsibilities as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: Principles of leading, supervising, motivating, and training staff. Federal and state aircraft rescue firefighting regulations. Airport Certification Manual; Airport Security Program, Airport Emergency Plan, Airport Advisory Circulars, NOTAMS, Occupational Safety and Health (NFPA 1500); FAR Part 139; CFR 1542; ABI Wildlife Hazard Management Plan, Airport Storm Water Pollution Prevention Plan, CCTV system, Access Control System, Irregular Operations Plan, and Snow and Ice Control Plan. Safe driving principles and practices under Pedestrians and Ground equipment operations. City of Abilene’s Policies and Procedures and Employee Handbook. Skills to: Operate a motor vehicle that includes specialized ARFF trucks per operating manuals. Manage and lead Operations staff and resolve internal and external conflicts with and between others. Demonstrate and instruct the operations, testing, and servicing of the specialized agent equipment on the ARFF apparatus per the operating manuals. Operate a variety of non-emergency and emergency radios, rescue equipment, and specialized tools including, but not limited to, hydraulic jaws, rams and spreaders, self-contained breathing apparatus, Little Giant ladders, power saws, generators, primary construction power tools, and minor hand tools. Ability to: Perform and lead Aircraft Rescue and Fire Fighting duties. Perform the duties of Airport Operations Officer II. Lead, motivate, organize, and review the work of Operations staff, developing and maintaining a motivated, engaged, and high-performing team. Understand and carry out oral and written instructions. Communicate clearly and concisely, both orally and in writing. Work in extreme weather conditions for long periods. Respond to airport emergencies, quickly assess the situation, and take proper action to support life safety, security, property damage mitigations, and customer service. Use electronic devices such as tablets, computers, and phones efficiently and accurately while performing job duties. Establish and maintain cooperative working relationships with those contacted during work, both internally and externally. Experience and Training Guidelines: For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through: Experience: One (1) year of experience equivalent to Airport Operations Officer II is preferred. Three (3) years of experience in civilian or military Aircraft Rescue Firefighting or any combination of experience and training is preferred. Education/Training: A High School Diploma or GED is required. License or Certificate: A valid Texas Class B – Exempt driver's license to operate all ARFF equipment or the ability to obtain one within ninety (90) days of employment is required. Basic Structure Fire Protection Certification is required. Basic (80-hour) ARFF Certification is required. Fire Instructor I Certification is required. Fire Officer I Certification is required. Advanced Aircraft Rescue Fire Fighting Personnel Certificate is preferred. Advanced Structure Fire Protection Personnel Certificate is preferred. Special Requirements: Essential duties require the following physical skills and work environment: Bloodborne Pathogens training and HazCom training are required within sixty (60) days of employment. Must be able to always pass and maintain an airport fingerprint and security background check during employment. Must be able to pass a pre-employment drug screening and are subject to random testing. Complete and maintain Airport Movement Area driving certification throughout employment tenure. Able to withstand extreme exposure to cold, heat, noise, inclement weather, vibration, confining workspace, chemicals, explosive materials, and mechanical and electrical hazards. Able to perform firefighting duties including operating ARFF apparatus equipment, handlines, SCBA and other assigned firefighting equipment and duties. Must be able to travel to different sites and locations as required and be available for shift work, on-call, and stand-by duty. This position is considered Essential Personnel and must report for shift/duty when the City Manager has designated a holiday or a paid day off due to weather or other circumstances.
