GENERAL DESCRIPTION   Under the direction of the Building Official, this position involves performing a range of administrative and supervisory responsibilities as the assistant to the Building Official. The duties include providing technical assistance in the field, reviewing plans, reviewing reports, and offering recommendations to the Building Official and respective inspectors.   SUPERVISION EXERCISED   Exercises supervision over professional, technical and clerical staff.   IMPORTANT AND ESSENTIAL DUTIES   Review house plans as well as plans and specifications for commercial facilities.   Review inspection reports and assess technical issues to make informed judgments.   Assist the public with the development of alternative solutions to technical construction problems.   Interpret inspection policies and procedures.   Respond to inquiries regarding inspection activities, codes, and ordinances.   Develop and establish office and field policies and procedures.   Prepare budgets and maintain budget controls.   Assist in planning, scheduling, and supervision of inspections in the enforcement of building, plumbing, electrical, energy codes, mechanical codes, and regulations.   Oversee boards and special committees.   Make presentations to the respective boards.   Perform field inspections and consultations for building, condemnation, plumbing, mechanical, electrical, and related construction activities.   Coordinate procedures to effectively maintain open records requests.   Operate a city vehicle to travel to and from various job sites.   OTHER JOB-RELATED DUTIES   Perform other job-related duties and responsibilities as assigned.   KNOWLEDGE, SKILLS, AND ABILITIES   Knowledge of:   Methods, practices, materials, equipment, and safety hazards associated with construction, remodeling, and repair activities.   Relevant provisions of City, State, and Model building, electrical, plumbing, mechanical codes, and standards.    Office management techniques and practices.   Safe driving principles and practices.   Skill to:   Operate office equipment to include computer, scanner, tablets, copier, smart phone, and other related software.   Ability to:   Understand and interpret plans and specifications.   Supervise and manage timekeeping program.   Supervise, train, and evaluate assigned staff.   Communicate clearly and concisely, both orally and in writing.    Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.   Follow and embrace the City of Abilene Core Values – Respect, Integrity, Service Above Self, and Excellence in All We Do.   Lead, manage, and perform as a team member in a manner that accomplishes the Division’s mission and treats team members with dignity, courtesy, and respect.   Experience and Training Guidelines:   For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:   Experience:   Three (3) years of experience in building construction, inspection, reviewing plans, specifications, zoning, or code enforcement is required.   Three (3) years of supervisory or lead worker experience in a Building Inspections Department, Division, or other construction related supervisory experience is preferred.     Education/Training:   A Bachelor's degree from an accredited college or university with major course work in engineering, architecture, or a related field is preferred.    License or Certificate:   A valid Texas driver's license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.   The following International Code Council (ICC) certifications are preferred:  Residential or Commercial Building Inspector Residential or Commercial Plans Examiner Electrical, Mechanical and or Energy Inspector.                      Special Requirements: Essential duties require the following physical skills and work environment: HazCom training and HIPAA Compliance training are required within sixty (60) days of employment.   Exposure to cold, heat, noise, outdoors, chemicals, explosive materials, mechanical hazards, and electrical hazards.   Ability to travel to different sites.   With or without accommodation, the “X” indicates the overall strength demand of the position during a typical workday:   ___ Sedentary – lifting of no more than 10 pounds   ___ Light – lifting no more than 20 pounds; carrying up to 10 pounds   _X_ Medium – lifting no more than 50 pounds; carrying up to 25 pounds   ___ Heavy – lifting no more than 100 pounds; carrying up to 50 pounds   ___ Very Heavy – team lifting over 100 pounds; carrying more than 50 pounds   Physical Demand Codes: The following describes whether or not the position is expected to exert the physical demands listed during a typical workday as well as the overall frequency of the task:   Codes for how often:   N  = No   E = Extensive (100 – 70% of the time)   M = Moderate (60 – 30% of the time)   I = Infrequent (20 – 10% of the time)   A = Almost Never (<10% of the time)   Code / Task   _M_ Standing   _M_ Sitting   _M_ Walking   _I_   Lifting   _I_   Carrying   _I_   Pushing/Pulling   _A_  Overhead Work   _A_  Fine Dexterity   _I_   Kneeling   _I_   Crouching   _A_  Crawling   _M_  Bending   _I_    Twisting   _A_   Climbing   _E_   Balancing   _E_   Vision   _E_   Hearing   _E_  Talking   ___   Other:  _____________________
