GENERAL DESCRIPTION
Under the general direction of the Assistant Director of Human Resources to direct the administration of all payroll functions for 1,300 City employees.
SUPERVISION EXERCISED
Exercises direct supervision over payroll staff.
IMPORTANT AND ESSENTIAL DUTIES
Manage and oversee the City’s payroll operations, ensuring accuracy, compliance with FLSA and wage laws, and timely execution of all payroll-related activities.
Supervise and lead the payroll team, providing technical training, mentorship, and oversight to ensure efficient and compliant payroll processing.
Verify, process, and reconcile payroll-related data, including employee hours, pay codes, tax and retirement deductions, supplemental wages, taxable wages, group-term life insurance, and error resolution.
Analyze, process, and reconcile payroll registers, taxes, and deductions for each pay cycle, ensuring compliance, accuracy, and timely third-party payments while maintaining proper documentation.
Administer and maintain the payroll system (Dayforce), including system configurations, payroll setup, policy adjustments, troubleshooting, and coordination with IT and vendors for system enhancements.
Collaborate with Finance, Human Resources, and Benefits to ensure accurate payroll processing, resolve payroll-related concerns, and facilitate citywide training and communication.
Act as the primary point of contact for payroll-related inquiries and issue resolution, providing timely and effective support to employees, supervisors, managers, and directors.
Develop and implement internal auditing procedures and quality control measures to ensure payroll data integrity, compliance, and optimal system utilization.
Oversee governmental and regulatory reporting, including quarterly statistical reports, federal compliance filings, and other required submissions, ensuring adherence to record retention regulations.
Evaluate and enhance payroll processes and controls, leading initiatives for automation, efficiency improvements, and best practices while managing competing priorities effectively.
Ensure compliance with all payroll-related legal obligations, including wage verifications, child support orders, garnishments, student loans, and the preparation of payroll data for audits, budget planning, and regulatory compliance reviews.
Administer benefits-related payroll functions, including vacation leave, sick leave, holiday leave, military leave, and deferred compensation plans, while also managing special assignments and projects as required.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
In-depth knowledge of payroll regulations, tax laws, and labor laws.
Federal and state wage and hour laws, including tax regulations.
Payroll tax calculations, wage deductions, and benefit program administration.
HRIS, timekeeping, and payroll systems (Dayforce or similar HRIS).
Database management, payroll auditing, and reconciliation practices.
Skill to:
Supervise, train, and mentor payroll staff, fostering a culture of accuracy and continuous improvement.
Communicate strongly, both written and verbal, to interact with employees, managers, and external agencies.
Problem-solve and use analytical thinking to troubleshoot payroll discrepancies and improve processes.
Exercise advances technical proficiency in Microsoft Excel.
Use Google Suite, Microsoft 365, and HRIS software.
Attention to detail, ensuring accuracy in payroll calculations, reporting, and compliance.
Ability to:

Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Experience:
Four (4) years of progressively responsible experience in payroll, accounting, business, human resources, and/or a related field is preferred.
Education/Training:
Bachelor’s degree in Accounting, Finance, Human Resources, Business Administration, or a related field is required.
License or Certificate:
A Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) certification designation or other relevant certification within one (1) year of employment is preferred.
Special Requirements:
Essential duties require the following physical skills and work environment
HIPAA Compliance training is required within sixty (60) days of employment.
Ability to work in a standard office environment.
