Job Summary: Under general supervision, performs a variety of technical duties in support of the City’s local code enforcement program; monitors and enforces a variety of applicable ordinances, codes, and regulations related to zoning, land use, nuisance, property maintenance/building codes, health and safety, blight, graffiti, utilities, environmental, and other matters of public concern; and serves as a resource and provides information on City regulations to property owners, residents businesses, the general public, and other City departments and divisions.
FLSA Status: Non-Exempt
Schedule: This position works Monday- Friday from 8:30 a.m. until 5:00 p.m.

Major Duties:
- Responds to complaints of City code violations, investigates possible infractions, conducts site visits to determine validity of complaints or to enforce codes; interviews witness and gathers information.
- Conduct field investigations; inspect properties for violations; attempt to make contact at the residence of business in order to resolve violation; issue and post warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedule and perform al follow –up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issue citations and notices of violation as necessary.
- Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings as required.
- Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
- Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
- Patrol assigned area in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
- Serve as a resource to other City departments, divisions, the general public, and outside agencies in the enforcement of city ordinances to members of the general public, contractors, business owner, and other interested groups in the field, over the counter, and on the telephone.
- Locate vacant residences and businesses; secure buildings with proper material as necessary, post the property as necessary; check vacant buildings regularly for transient activity, graffiti, and other forms of vandalism.
- May assist in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.

- Works closely with City Clerk and regulatory agencies to complete job requirements.
Additional Duties:

Minimum Qualifications:
- High school diploma or G.E.D.
- Valid State of Georgia Driver’s License
- Minimum of two years' experience in code enforcement.
- NPDES Level 1B and NPDES red card within one year.
- Any equivalent combination of education and experience is acceptable.
- Ability to read, write and perform basic mathematical calculations.
- Ability to understand the basic principles relevant to the major duties of the position.
- Personal computer and related software, including word processing and spreadsheet software; printer; calculator; telephone; and fax and copy machine.
Knowledge Required by the Position:
- Knowledge of operations, services, and activities of municipal code compliance program.
- Knowledge of pertinent codes, ordinances, laws, and regulations pertaining to zoning, nuisance abatement, property maintenance, building, health and safety, and related areas.
- Knowledge of City services and organizational structure as they relate to code compliance.
- Knowledge of legal actions applicable to code enforcement compliance.
- Knowledge of methods and techniques of business correspondence and technical report preparation.
- Knowledge of modern office procedures, methods, and equipment including computers and supporting word processing and spreadsheet applications.
- Ability to independently perform a full range of municipal code enforcement and compliance duties.
- Ability to interpret and apply applicable codes, ordinances, and regulations related to zoning, nuisance abatement, environmental, and health and safety issues.
- Ability to research, compile, and collect data; prepare clear and concise technical reports; and make oral presentations and testify in court.
- Ability to work independently in the absence of supervision.
- Ability to interpret maps, records, and legal documents.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to establish and maintain effective working relationships with those contacted in the course of work.
Supervisory Controls: Work is performed independently under the general supervision of the City Manager.

Physical Demands: This position requires routine sitting, walking and standing. The position requires lifting up to 50 pounds, climbing, crouching, kneeling, and pulling and ability to drive vehicle.
Work Environment: The work is performed in office and out in the field. Employee may need protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shields.
Supervisory and Management Responsibility: None.

Pay: $17.00 - $25.90 per hour
