Hours: M-F 8:00 AM to 5:00 PM (40 hrs)
Compensation: $35.38 - $42.25/ hr DOE
JOB PURPOSE
This position is responsible for enforcing a variety of city municipal codes, State laws, city standards and ordinances related to private and public property, right of way, and buildings. The Code Compliance Officer investigates complaints and independently investigates sites to ascertain if a violation is occurring or has occurred. The Code Compliance Officer works collaboratively with residents, occupants, and property owners to achieve voluntary compliance, and actions necessary to bring a property into compliance through penalties and legal action. This role also requires collaboration with other city departments and agencies for identification and resolution of cases.
ESSENTIAL JOB DUTIES
- Conduct field inspections of sites to ensure compliance with municipal codes, State laws, building and fire codes, and city standards, demonstrating a high level of initiative in achieving regulatory objectives.
- Receive, prioritize, and investigate complaints related to zoning, building, right of way, and
nuisance code violations. - Assess and investigate sites both activity and proactively for compliance with municipal codes, State laws, and city standards.
- Log and track complaints using permit tracking software.
- Coordinate with building, fire prevention, planning, police, and public works personnel to enforce zoning and life safety regulations including if violations have occurred and facilitate the notification and compliance process.
- Maintain accurate records, ensuring sufficient documentation for legal action when necessary.
- Prepare and provide reports for the City Manager, Prosecutor’s Office, City Council, and other
departments. - Serve as a witness in legal proceedings and attend appeal hearings to present violation details.
- In coordination with the Building Official and/or Fire Code Official, enforce applicable building codes, including the International Building Code (IBC), International Fire Code (IFC), International Mechanical Code (IMC), Uniform Plumbing Code (UPC), and International Residential Code (IRC), as well as relevant municipal regulations.
- In coordination with the Building Official and/or Fire Code Official, inspect residential, commercial, and industrial projects at various stages of construction to ensure compliance with city, state, and federal regulations, if suspected of non-compliance.
- Provide guidance over the phone, via email, or in person regarding code compliance requirements for residential, commercial, public and industrial projects.
- Issue notices of correction and notice of violation, and work with property owners and occupants to bring properties into compliance.
- Address inquiries from the public regarding zoning and land use standards including by phone, email, letters, reports, and notices.
ADDITIONAL DUTIES
- Assist in the development and documentation of standardized code compliance procedures.
- Support public education efforts regarding city municipal codes, standards, State laws and codes, and code compliance policies.
- Perform other duties as assigned.
QUALIFICATIONS
Knowledge of:
- Municipal codes, building and fire regulations, zoning, development standards, and public works standards.
- Code compliance, enforcement procedures, research methods, and inspection techniques.
- Local, state, and federal rules and regulations governing code enforcement.
- Construction methods and practices, with the ability to interpret construction plans and blueprints.
- Industry-standard enforcement tracking programs and software.
- Microsoft Office Suite (Excel, Word, PowerPoint), document management systems, and permitting systems.
Ability to:
- Conduct detailed inspections and investigations to enforce municipal codes.
- Work collaboratively with residents, occupants, property owners, contractors, other city departments, agencies, and other entities.
- Communicate clearly and professionally, both verbally and in writing.
- Handle difficult situations and resolve conflicts diplomatically.
- Review and interpret building plans, zoning ordinances, and land use regulations.
- Prepare detailed reports and maintain accurate enforcement records.
- Present cases before legal proceedings, including municipal court and hearings.
- Work independently while managing multiple tasks efficiently.
EXPERIENCE & EDUCATION
- High school diploma or GED equivalent.
- Minimum of five (5) years of combined or individual experience in various phases of zoning review and inspection, building construction or inspection, road and utility construction and inspection, or other type code compliance.
- Minimum of two (2) years of commercial and residential inspection experience preferred.
- Certification in: Certified Code Enforcement Official, American Association of Code Enforcement, International Code Council in residential or commercial inspection preferred.
- Equivalent combination of education, training, and experience that provides the required knowledge and skills may be considered.
