City of Alamosa Job Description

Position: Construction Project Manager Reports to: Public Works Director

Supervision Exercise: none FLSA: Exempt

General Statement of Duties:

Provides professional-level technical contract and construction oversight in all areas related to the organization. This position works with consultants regarding project design and development review; confers with developers, engineers, architects, and contractors. This position is responsible for the review of construction plans, designs and specifications. Serves as project manager on capital improvement projects related to the organization including oversight of all phases from design to completion.

Essential Functions:

  • Plan and implement capital improvement projects and other construction projects to include streets, sidewalks, ADA ramps, stormwater infrastructure, parking, Parks & Recreation projects, Water Treatment Plant, water distribution system, wastewater collection system, and Wastewater Treatment Plant construction and rehabilitation projects as assigned.
  • Manage contractors and on-site construction activities as the designated Construction Project Manager.
  • Report to the project team on all elements of risk associated with scope, schedule, and budget.
  • Serve as liaison for the Public Works Department with other City divisions and departments, as well as outside agencies and boards, including coordination with contractors, utility agents, and other stakeholders.
  • Review plans and specifications, then in conjunction with the purchasing division, prepare bid documents for projects as assigned.
  • Participate in evaluation of value engineering alternative solutions with designer and contractor.
  • Coordinate with project team to ensure timely handling of submittals, requests for information, and plan revisions. For grant-funded projects, ensure the project team has needed documentation and ensure grant deadlines are met.
  • Manage meetings and correspondence with stakeholders; review pay applications; review and resolve change order requests; review record drawings and complete project closeout activities.
  • Coordinate with contractors to develop, evaluate and maintain the project schedules to avoid potential delays, achieve milestones, and meet completion dates.
  • Monitor and inspect and/or direct inspection of work progress to ensure adherence to the City construction standards and specifications, for quality control and assurance; identify and resolve problem issues in a timely manner.
  • Prepare and/or direct preparation of daily field observation and monthly progress reports with photo documentation.
  • Review contractor’s adherence to job site safety policies and procedures.
  • Participate in the development and administration of the annual, 5-year Capital Improvements program budget; submit budget recommendations; track and monitor expenditures.
  • Provide responsible staff assistance to the Public Works Director and Development Services Director..
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of construction management.
  • Assist, evaluate, and implement duties related to the ADA Coordinator role, specifically for City of Alamosa facilities, Right-of-Ways, and public areas.

Knowledge of:

  • Civil, landscape, general building and utility construction.
  • Standard construction documentation, including contract documents, RFP’s, submittals, pay applications and schedule of values, change orders, plus documentation flow and controls.
  • Operational characteristics, services and activities of public works programs.
  • PROWAG and ADA Standards, AASHTO, FHWA and CDOT M&S Standards preferred.
  • Logic-based, critical path scheduling.
  • Modern office procedures and methods, including Google Docs and other basic computer skills.
  • Basic principles and practices of municipal budget preparation and administration.
  • Reporting requirements related to Federally funded or grant-funded projects preferred.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Manual of Uniform Traffic Control Devices and local ordinances as related to project traffic control.
  • Pertinent federal, state and local laws, codes and regulations, particularly those applicable to construction.
  • Current social, political, and economic trends and operating problems regarding public works.
  • Principles and practices of project management.
  • City’s personnel policies and procedures.

Ability to:

  • Manage stressful and difficult situations, respond calmly and effectively in emergency situations.
  • Maintain a customer service mindset when interacting with the public, respond promptly to stakeholder needs, solicit stakeholder feedback to improve service, and meet commitments.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Interpret and apply Federal, State and local policies, laws and regulations.
  • Recognize occupational hazards in work activities and take safety precautions.
  • Safely operate a motor vehicle for transportation to and from other City buildings, sites, meetings, etc.
  • Work a regular full-time schedule, with additional hours as needed to effectively manage contractor work and meet project goals.
  • Read and understand construction plans and specifications.
  • Manage budgets, schedules, and quality controls.
  • Communicate clearly and concisely, both orally and in writing.
  • Manage and coordinate with multiple stakeholders to achieve complex goals.
  • Recommend and implement goals and objectives.

Education/Experience Requirements:

  • Bachelor’s degree in construction management, project management or a related field is preferred.
  • Five years of progressive construction management or any equivalent combination of education and experience that provides the necessary skills, knowledge, and the ability to perform the work.

Additional Requirements:

Requires travel to off-site locations for work, meetings, or training. If a City vehicle is used, must be physically capable of operating the vehicle safely, possess a valid Colorado driver’s license or the ability to obtain a CO license within 10 business days, and have an acceptable driving record.

Job Type: Full-time

Pay: $67,454.00 - $70,826.00 per year
