The purpose of this classification is to provide operational analysis and strategic support in identifying and solving issues relating to the business operations performance of the Utility Operations Department. Evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions. To do so, vast amounts of data and information must be analyzed, processed, and synthesized to drive operational effectiveness, efficiency, and organizational improvement.ESSENTIAL FUNCTIONS

DUTIES & RESPONSIBILITIES:

Work closely with management to achieve outcomes based on department goals and strategic initiatives.

Analyze data, prepare reports to management on key performance indicator findings and assessments. Identify performance strengths, gaps, and opportunities for improvement.

Assist in the design, testing, training, management, and maintenance of hardware and software technology implemented in Utility Operations.
Support the implementation, training, and ongoing utilization of business information systems across all Utility Operations departments.

Perform financial and operational modeling. Collaborate with the Finance Department to facilitate budget development, forecasting, variance analysis, monitoring, and reporting.

Perform work planning activities that support Utility Operations Integrated Work Management Process. Play an integral role in the creation of work plans and facilitation of work planning meetings. Utilize project management tools to produce reports and track work plan execution to ensure projects are completed on time and on budget.

Perform periodic review of department policies and business processes and recommend/update policies and procedures as necessary to improve operational effectiveness.

Collaborate with other departments in the City of Albany to enhance workflow and cross-departmental engagements.

Support general business operations. This entails but not limited to preparing presentations, coordinating meetings, and other duties as assigned to ensure the effective running of the Utility Operations organization.

May be required to work after normal business hours, weekends, and holidays in the event of a natural disaster, power outages, down power lines, gas leak, fiber optic lines, trees, etc., or any disruption of service to WG&L customers; during periods of severe weather, required to contact immediate supervisor for any instructions.

ADDITIONAL FUNCTIONS
Performs other related duties as required.Associate’s or Bachelor's Degree in Engineering, Business Administration or Information Systems, and/or a minimum of 5 years previous experience working as an analyst in a professional business work environment is required. An equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job will be considered.

Operational knowledge or experience in Utility Operations or Utility Administration preferred.

Candidates must possess strong business acumen and strategic thinking skillsets. Candidate must possess excellent analytical, problem-solving, and critical thinking skills. Strong verbal and written communication skills

High proficiency in IT Systems and Microsoft Office applications Must be self-directed and able to work with minimal supervision.

Good interpersonal skills to interface with different management levels

Ability to sit in front of a computer for many hours a day.

Must possess and maintain a valid Georgia Driver’s License with no restrictions.CORE COMPETENCIES

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, or toxic agents.
