General Description

Join the City of Albany’s dynamic Public Works Department as a skilled Civil Engineer, PE, specializing in transportation engineering. We are looking for a passionate engineer with creative problem-solving skills to be a part of a team guiding the growth of our community’s infrastructure. Our Public Works Department is dedicated to innovating and delivering a resilient and sustainable transportation system.

  • Safety Studies
  • Interchange Justification/Modification Studies
  • Transportation System Planning
  • Pedestrian and Bikeway Planning
  • Street Corridor and Network Analysis
  • General Design and Review of Public Infrastructure

This position will provide recommendations to the general public in a manner that articulates a thorough understanding of engineering analysis, practices, policies, site conditions, and other regulatory constraints. This person will also effectively communicate with the public, regulatory agencies, and local governing & review bodies.

Essential Functions/Duties & Responsibilities

Distinguishing Characteristics
The Civil Engineer III is the last level of a three-tiered career path for engineering professionals. Advancement through the series is possible by meeting the requirements of the job description, obtaining required certifications, and the complexity of work performed and independence of actions.

The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.


  • Provides engineering, analysis, and project management in support of various efforts related to the operation/maintenance and development of water, sewer, transportation, and stormwater infrastructure.
  • Performs engineering design of public infrastructure.
  • Prepares work schedules for complex projects, develops budgets, and programs activities of project teams. Provides training and coaching of other engineers and technicians.
  • Produces contract documents and technical specifications for construction contracts. Estimates construction costs. Provide support to inspection staff during construction.
  • Reviews project submittals, works with the public and property owners, acquiring additional public right-of-way as needed for projects.
  • Works with other staff and the City’s consultant on the development of long-range transportation, storm, water, and wastewater master plans.
  • Assists in the evaluation of utility, transportation, and traffic impacts of capital projects and development proposals, permits, rezones, plats, etc. Writes traffic, utility, and other studies and reports.
  • Reviews technical and financial information for completeness, accuracy, and application of sound engineering judgment. Completes investigations, studies, and reports as required.
  • Assumes a lead role in management of complex capital projects and consultant-provided engineering services. May assume a lead role in contract negotiations.
  • Coordinates preparation of engineering drawings and specifications for complex municipal projects; evaluates alternatives, makes presentations, and coordinates with other agencies and individuals; reviews cost estimates, construction bids, and makes recommendations; oversees construction inspection; and reviews pay estimates.
  • Performs engineering and planning studies, recommends updates and changes in support of public facility master plans, land use, environmental, and long-range capital improvements studies.
  • Assumes a lead role in preparation and coordination of intergovernmental agreements, frames complex policy discussions, alternatives, and outcomes for community groups and City Council. Drafts ordinances, resolutions, and policies for community review and City Council action.
  • Leads formation of local improvement districts for complex and controversial public improvements and provides coaching and guidance for project teams in resolution of construction and public relations issues.
  • Keeps current on issues and practices in all areas of responsibility.
  • Answers citizens' land development questions over the telephone or at the front counter. (Only applies to Civil Engineer II)
  • Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
  • Works to create a high-performance work culture by demonstrating a positive attitude and modeling the City’s mission, vision, and values. Conducts self with high integrity, proactive in conserving City resources, and seeks and incorporates customer feedback for ongoing performance improvement. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
  • Serves as a member of various City committees as assigned.
  • Assists other staff in the performance of their duties as assigned; and may provide training and orientation to new assigned personnel.
  • Maintains regular job attendance and adherence to working hours.
  • Adheres to appropriate attire, grooming, and hygiene standards established for the position.
  • Operates a motor vehicle safely and legally.
  • Performs other related duties as required/assigned.

Supervision/Lead Work Exercised

This is a non-supervisory position. Lead work and coordination of work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.

Qualifications & Requirements

Education and Experience:
Civil Engineer III: $92,958.75 to $119,771.45 annually
A bachelor’s degree in civil engineering or other closely related field and six years of experience in municipal engineering; or an equivalent combination of education, training and experience that provides the required knowledge skills, and abilities.

Civil Engineer II $86,787.47 to $110,765.29 annually
A bachelor’s degree in civil engineering or other closely related field and three years of experience in municipal engineering or
an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.

Special Requirements:


  • Registration as a Professional Engineer (Civil) in the State of Oregon; or comparable professional registration in another state and the ability to become registered in Oregon within six months of job placement.
  • Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City’s driving standards.
  • The individual shall not pose a direct threat to the health or safety of themselves or others.
Knowledge, Skills, and Abilities:

Knowledge of: the principles of complex engineering, construction, and surveying in the application to municipal projects and programs; and applicable policies, laws, and regulations affecting municipal public works and utility activities; laws, regulations, standards, and equipment governing engineering; engineering contract administration; preparing project specifications, requests for proposal and process documentation; and construction techniques, materials, and trends; and demonstrated leadership related to municipal projects and programs.

Skill in: overseeing the design and construction of complex distribution, conveyance, and treatment projects; project specifications, requests for proposal, and process documentation; word processing, database, spreadsheet, design, and computer aided drafting software, permitting software, and electronic plan review software as appropriate, for written communication, technical evaluations, project management, and engineering design; overseeing the design and construction of municipal utility projects; skill in designing projects that involve sequencing of project steps; conveying technical engineering concepts; managing multiple projects and details, working under constant deadline pressure, and adjusting to changing priorities; and operation of listed tools and equipment.

Ability to: organize, coordinate, and review progress and compliance of engineering and development projects, lead and participate in project teams; effectively delegate assignments; prepare, administer, and monitor a project budgets; interpret and apply rules, regulations, laws, and ordinances; prepare, review, approve, and interpret engineering plans and specifications; read design and construction related drawings; organize and sequence work associated with complex projects, converting them into project action plans; participate in project teams, and understand and carry out instructions; create lead and participate in project teams, effectively delegate assignments, and understand and carry out instructions; highly technical computer applications, such as GIS or CAD; create plans for and guide implementation of major construction projects; communicate effectively, verbally and in writing; understand and carry out written and oral instructions; and establish and maintain effective working relationships with employees, other departments, and the public.
