Position Summary
Coordinate the administration and implementation of insurance and benefit system setup and operations by serving as the functional lead for benefits administration within PeopleSoft; coordinate with HRIS and the Department of Technology and Innovation (DTI) to ensure that the system needs of the Insurance and Benefits division and City employees are met. Participate in the more technical and complex tasks within the Insurance and Benefits division. Oversee and coordinate the unemployment program; participate in the development of policy and procedures for citywide benefit and insurance programs; and ensure compliance with city policies and procedures and state and federal laws and regulations.

Minimum Education, Experience And Additional Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelor's degree from an accredited college or university in human resources, business administration, public administration, or information systems; and
Three (3) years of experience in benefits administration, insurance operations; and
One (1) year technical experience in Human Resources Information Systems, to include configuration, development, and data management; and
To include two (2) years of supervisory experience.
PeopleSoft / Oracle experience in human resources, benefits or payroll preferred.
Additional requirements :
Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within 6 months from date of hire.
Preferred Knowledge
- Operations, services and activities of a benefits and insurance administration program
- Modern and complex principles and practices of benefits and insurance administration
- Functional and operational characteristics of applicable Human Resource Information Systems (HRIS)
- HRIS administration
- Human Resources Benefits Modules
- Advanced proficiency in MS Office (Outlook, Excel, PowerPoint, Word, Teams and SharePoint) and other data management and analysis tools.
- Pertinent federal, state and local laws, codes and regulations
- Office procedures, methods and equipment including computers
