The purpose of this classification is to develop, manage, maintain, and oversee deployment of the City of Alexandria’s enterprise Geographic Information System (GIS) and to perform technical engineering tasks, including drafting, addressing, providing technical support, and collecting data.Designs enterprise GIS systems for the City and deploys technology to provide input data for GID use; coordinates quality control of data entry and meta data; coordinates GIS operations and activities across all departments and divisions; designs/develops spatial/tabular databases and topological editing; maintains GIS datasets; performs sophisticated analytical analysis, GIS application programming, complex cartographic design and production, complex spatial and database queries, and three-dimensional modeling; creates data dictionary according to established standards; and integrates, edits and attributes maps into various layers within GIS.
Provides administrative management of the GIS program and enterprise system: develops and implements long and short-term strategic plans, goals, and objectives for the GIS program; develops and enforces data standards; develops and implements enterprise budget; monitors expenditures to ensure compliance with approved budget; makes budgetary recommendations for other departments in relation to GIS/GPS computers and equipment.
Consults with other City Departments and IS Department regarding departmental GIS needs and requirements; identifies, designs, and develops GIS applications, strategies, and procedures for deployment of GIS to enhance with existing operations; acts as liaison to other departments or other divisions in matters involving GIS operations and the entity’s spatial data collection, analysis, mapping, and analysis needs; develops the formulation of policies and procedures of the integration of GIS services with City operations; and maintains specialized records, files, and data layers related to different departments.
Coordinates and performs technical support for the GIS infrastructure and networks: serves as GIS database administrator and develops, maintains, and designs City-wide GIS database; serves as systems administrator for numerous computers, servers, plotters, print servers, and related components; serves as NT network administrator; serves as software administrator; and administers, installs, and updates automated design software.
Provides technical support services to GIS staff and departmental users; provides training in GIS/GPS technology; trains GIS staff and departmental users in the operation of various software programs and principals of GIS systems, to include quality control procedures, data development, design, maintenance, and cartographic principals; provides GIS/GPS expertise to City officials and to state/federal agencies as needed; and answers questions and makes presentations.
Coordinates the compilation of field data for use in the GIS: conducts (GPS) based field surveys, including processing and integrating the information into the GIS program; designs data collection methodologies and data dictionaries for GPS collection; collects, corrects, and processes location and elevation GPS data of existing components and features of city infrastructure and other data; controls survey network analysis and/or design, vertical and horizontal control specifications, and monuments.
Performs complex mapping and drafting functions: utilizes geospatial and computer-aided design (AutoCAD) software to prepare drawings designs; prepares, updates, and modifies maps; generates, plots, prints, and copies drawings, maps, and other presentation materials.
Communicates with supervisor, City employees, consultants, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, regulations; maintains an awareness of new issues, methods, equipment, trends and advances in the profession; reads professional literature; attends training, workshops, and seminars.
Receives, reviews, prepares or completes various forms, reports, correspondence, annual reports, budget documents, grant applications, performance appraisals, technical reports, maps, systems flow charts, graphs, presentations, standards, or other documents.
Coordinates the collection and maintenance of Streets, Right-of-Ways, Easements, Utilities, Drainage, Parcels, and Zoning Data from internal City Departments and various outside sources such as the Planning Commission, Tax Assessor, HUD, State of Louisiana, consultants, and others as required.
Gathers data, field notes, performs calculations, utilizes computer aided design programs to draw preliminary and final construction plans or maps for new or existing engineering and/or utility projects; assigns street addresses; prepares engineering plans, verifies Right-of-Ways and easements; responds to inter-departmental and public inquiries concerning the location of utilities.
Prepares, obtains, and/or reviews construction plans and subdivision maps with department heads and/or consultants; maintains required records and reports; processes reports as required by applicable policies and procedures; updates and distributes maps, files, blueprints; files subdivision, servitude and right of way plates with the Tax Assessor’s office.
Ensures project work is in compliance with federal, state and local laws, codes, ordinances, regulations and commissions.
Performs general/clerical tasks; provides assistance to other employees or departments as needed; and performs other related duties as required. Bachelor’s degree in Geography, Geographical Information Systems, Computer Science, or closely related field; supplemented by three (3) years previous experience and/or training that includes progressively responsible geographical information system (GIS) operations, computerized mapping, drafting, database administration, and computer hardware/software operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid driver’s license. Will be required to obtain a valid State of Louisiana driver’s license at time of appointment and maintain throughout employment for this classification. Must obtain a valid State of Louisiana Class D driver’s license within in one month of hire.
