If so, the Department of Project Implementation (DPI) is seeking an Associate Technical Project Manager to manage municipal infrastructure projects that may include flood mitigation, stormwater infrastructure, sanitary sewer infrastructure, roadway improvements, transit projects, bicycle and pedestrian improvements, and parks and recreation facilities.The Associate Technical Project manager will lead technical and support teams, comprised of internal staff and external contractors to deliver projects to the stated objectives. As stewards of Capital funds, they are expected to deliver projects to a standard worthy of public trust. The employee is expected to have a strong technical background in civil engineering and be able to lead project technical teams with emphasis on construction. Work is performed with some independent judgement, while ensuring compliance with City policies and procedures.What You Should BringThe candidate must be licensed to practice as a Professional Engineer in the Commonwealth of Virginia or eligible to obtain Virginia registration by reciprocity within 6 months. As an Associate Technical Project Manager, you should possess the ability to review and analyze plans and specifications for construction and be able to prepare clear and comprehensive technical reports. In addition, you should be able to coordinate multi-discipline teams including the management of project staff, and contractors; manage projects during construction phase; make sound technical and management decisions and manage multiple projects simultaneously with guidance, determining priorities, keeping all team members working efficiently. Excellent communication skills, both oral and written, are essential for effective collaboration with various stakeholders.The Opportunity and Key ResponsibilitiesResponsible for the delivery of projects, following project and construction management best practices and City procedures to achieve project objectives.Manages construction project teams, ensuring contract compliance and delivery of projects to City expectations.Provides stewardship of Capital funds through disciplined management of contractors, and adherence to contract and regulatory requirements.Manages stakeholders, engages the community, and presents information regarding projects to residents, outside agencies, senior staff, and City officials.Responsible for managing projects within the scope, schedule, and budget baseline. Monitors project progress, mitigates risk, and addresses adverse variances to baseline. Routinely reports project progress to portfolio manager and seeks assistance with project challenges.Continues to grow technical knowledge in construction of municipal infrastructure projects. Expected to remain abreast of advancements and standards in project delivery, regulatory requirements, technology support tools and construction and material requirements.Seeks stakeholder input, gains consensus, and makes recommendations in the best interest of the City and its residents.Responsible for meeting all certification requirements and seeking out coaching and assistance on unfamiliar work. Committed to continually improving project management skills and knowledge.Assist the department's project managers and portfolio managers with their projects as requested.Other duties as assigned.About the DepartmentThe Department of Project Implementation (DPI) is responsible for the implementation of municipal infrastructure projects including intersection improvements, stormwater infrastructure, sanitary sewer infrastructure, flood mitigation and park improvements. DPI staff promote excellence in project management and sound stewardship of public trust. The Department is currently managing 61 active infrastructure projects with a total capital improvement program value of approximately $780 million. The Department coordinates and plans complex, multi-departmental projects such as the Waterfront Small Area Plan Implementation and the Landmark Mall Redevelopment projects. DPI is dedicated to continuous improvement and industry best practices and is committed to the continued professional development of staff members. Minimum & Additional Requirements Bachelor's degree in Civil Engineering, Construction Management, Landscape Architecture; five (5) years of related experience in a position as a Professional Engineer or Landscape Architect; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Professional Engineer or Landscape Architect licensure required. Preferred Qualifications To be considered an ideal candidate, the candidate should have seven (7) years of experience as a Civil Engineer or Construction Manager of which two (2) years as a project manager, or project engineer for construction of projects. Certified Construction Manager (CCM), in addition to professional licensure as a PE.
